This waiting list is for Section 8 Housing Choice Voucher rental housing assistance in Putnam County, Florida.

The Palatka Housing Authority (PHA) Section 8 Housing Choice Voucher waiting list is closed.

The PHA last accepted applications for this waiting list from September 12, 2022, until October 31, 2022. There is no notice of when this waiting list will reopen.

There were three ways to apply during the opening period: 

  1. Print the paper application.
  2. Pick up an application at the PHA main office.
  3. Call the PHA to request an application by mail.

Once the application was completed, applicants were required to:

  1. Mail the application to the PHA.
  2. Drop off the application in person at the PHA.

This waiting list had the following preferences: 

  • Working Preference
    • Elderly – Head of household, spouse, or co-head is age 62 or older
    • Disabled – Head of household, spouse, or co-head is a person with disabilities
    • Near Elderly – Head of household, spouse, or co-head is age 50 - 61
    • Employment – Head of household, spouse or co-head lives in or has employment in Palatka or Putnam County, and has six (6) months of continuous employment with an average of thirty (30) hours or more per week.
  • Involuntary Displacement
    • Residents of PHA that due to modernization, rehabilitation, demolition/disposition, or loss of funding, have been displaced through no fault of their own
    • Victims of Federally-declared natural disasters who are displaced
    • Victims of domestic violence, dating violence, sexual assault, or stalking that are displaced or are attempting to flee due to domestic violence, dating violence, sexual assault, or stalking
    • Victims of a pandemic (Family has been displaced from their home due to pandemic related actions)
  • Homeless
    • Individuals graduating from or aging out of the foster care program
    • Currently or formerly homeless individuals who are ready to transition from a supportive housing program
    • Living in a place not meant for human habitation, a safe haven, or in an emergency shelter, or if there is a lack of a fixed, regular and adequate nighttime residence 
    • Fleeing or attempting to flee domestic violence or other life-threatening conditions
  • Veteran
    • Head of household, spouse, or co-head is serving in the active military, or has been discharged under circumstances other than dishonorable

The maximum income limits for each household size were available on the PHA website.

Selected applicants were placed on the waiting list by date and time the application is received, weighed by order of preferences.

This waiting list is for Mainstream Section 8 Housing Choice Voucher rental housing assistance in Putnam County, Florida.

The Palatka Housing Authority (PHA) Mainstream Section 8 Housing Choice Voucher waiting list is currently closed. Pre-applications were last accepted from March 10, 2021, until April 15, 2021.  There is no notice of when this waiting list will reopen.

Please note: According to the PHA, "Pre-Applications will ONLY be accepted for families that qualify for the Section 8 Housing Choice Voucher Mainstream program. Qualifying families will be:

  • A non-elderly family who’s head of household or spouse is under 62 years of age and has a verified disability
  • Non-elderly persons with disabilities who are transitioning out of institutional or other segregated settings
  • Non-elderly persons with disabilities who have previously experienced homelessness and are currently a client in a permanent supportive housing or rapid rehousing project
  • Non-elderly persons with disabilities who are referred by a partnering homeless service organization"

There were two ways to apply during the opening period: 

  1. Print the pre-application and forms available online.
  2. Pick up a pre-application from the lobby of the PHA.

Once the pre-application has been completed, it must have been either:

  1. Postmarked between March 10, 2021, until April 15, 2021, and mailed to the Palatka Housing Authority.
  2. Dropped off at the PHA drop box.

  • Military veterans
  • Live in, or have verified six (6) months and an average of at least 30 hours a week of employment in Palatka or Putnam County
  • Head of household or spouse is elderly
  • Head of household or spouse that has disability
  • Displaced through no fault of their own due to a federally declared natural disaster
  • Victims of domestic violence
  • Victims of a pandemic
  • Homeless

It is not known how applicants were placed on the waiting list.
