This waiting list is for Section 8 Housing Choice Voucher rental housing assistance in Rice County, Minnesota.
The Rice County Housing and Redevelopment Authority (RCHRA) last accepted Section 8 Housing Choice Voucher waiting list applications from June 3, 2024, until August 2, 2024. There is no notice of when this waiting list will reopen.
Please note: According to the HRA, "Applications will only be accepted from people who either live or work in Rice County. You will be required to provide proof of residency."
This PHA used a rarely utilized loophole that allows them to restrict applications only to local residents or those who work locally. HUD regulations allow for a local residency preference but that isn't a restriction. Some PHA's have utilized what some would call a loophole that allows the waiting list to be opened only to a certain preference group. The pertinent regulation is § 982.206(b)(1). That regulation is meant to allow a PHA to open its waiting list only for say seniors or disabled persons or homeless persons. However, some PHA's have begun using this regulation to restrict applicants from out of the area from even applying.

Please note: "Acceptable proof of residency includes: Current lease, and/or bill less than 30 days old (phone, credit card, utility, etc.). Paystub or offer letter from a company located in Rice County less than 30 days old. Proof of preference can be submitted by email at section8waitinglist@RiceCountyMN.gov, faxed to 507-333-3838, mailed to 320 NW 3rd Street Faribault MN 55021, or placed in the drop box at the Government Center at 320 NW 3rd Street, Faribault MN 55021. "
