Section 8 Waiting List Status: Open Indefinitely

Affordable Housing Online is tracking the status of the Housing Authority of the City of Tulsa Section 8 Housing Choice Voucher Waiting List. This is what we know as of our most recent update on August 31st, 2016.

The Housing Authority of the City of Tulsa (HACT) Section 8 Housing Choice Voucher waiting list is currently open. This waiting list opened in December, 2014, and is open indefinitely. It was last open in July 2013.



As of August 2014, there were about 3,500 households on the waiting list and about 80 voucher participants leave the program each month. 

The average recipient keeps their voucher for 36 to 48 months. The approximate wait time for a voucher is 12-36 months.

Public Housing Waiting List Status : Open

The Housing Authority of the City of Tulsa (HACT) is currently accepting Public Housing waiting list pre-applications for families and senior/disabled households.


The HACT offers 25 Public Housing communities with 2,493 units for families and senior/disabled households, ranging in size from studios to 5 bedrooms.

To apply, submit an online pre-application here.

Applicants will receive a confirmation number upon submitting the pre-application. It is important to keep that number in a safe, easy to access place. It will be needed any time when referencing your pre-application with the housing authority.

The HACT has identified the following preferences: The Head of Household and/or spouse is working and the working persons needs are not included in any TANF payments the family may be receiving; the Head of Household or spouse is 62 years of age or older; the Head of Household and spouse are active participants in educational or training programs; the applicant family is residing in a public or private shelter as a result of domestic violence and has had actual or threatened physical violence directed against the applicant or applicants family by a spouse or other household member who was living in the unit with the family; the applicant family with dependent children is homeless and is residing in a private or public shelter; the applicant family is residing in a public or private care facility as a result of a severe illness or disability and with housing could transition back into the community to live independently or with the assistance of an aide; the applicant family has one or more family members who are a person with disabilities; the applicant family has a member who is between the ages of 50 and 61; a member of the household is pregnant

This score is a reflection of how well the housing authority manages the Section 8 waiting list, the physical quality of housing assisted with Section 8 and the financial management of the program.

Housing Authority Annual and 5 Year Plans

Public housing agencies, also called public housing authorities, which receive funding from HUD, are required to submit and receive approval from the US Department of Housing and Urban Development of both an Annual Plan and a 5 Year Plan. These plans establish each housing authority’s policies, strategies, programs and operations for meeting the housing needs of persons within their target area.

The housing authority plans include specific details about the cost of renovations to real estate (also known as capital improvements), changes to Section 8 HCV policies, planned redevelopment of public housing projects and other major administrative changes.
