The Housing Authority of the City of Pasco and Franklin County (HACPFC) last accepted Section 8 Housing Choice Voucher waiting list applications from August 14, 2023, until August 17, 2023, or until the application method was reached. There is no notice when this waiting list will reopen.

There were three ways to apply while the waitlist was open:

  1. Complete the online application.
  2. Call HACPFC at ( 509) 547-3581 to make an appointment to apply online at the HACPFC office.
  3. Pick up an application from the HACPFC’s office.

Once the application was completed, it was to be:

  1. Dropped off at the HACPFC's office.

This waiting list has the following preferences:

  • Elderly Family
    • A family whose head, cohead, spouse, or sole member is a person who is at least 62 years of age; two or more persons who are at least 62 years of age living together; or one or more persons who are at least 62 years of age living with one or more live-in aides.
  • Disabled Family
    • A family whose head, cohead, spouse, or sole member is a person with disabilities; two or more persons with disabilities living together; or one or more persons with disabilities living with one or more live-in aides.
  • Veteran
    • Applicants who are veterans of United States military service who have been discharged or released, other than dishonorably, or are the unmarried spouse of a service person killed while in the    active service military of the United States.
  • Local Preference
    • Person(s) who is/are otherwise eligible for assistance and where the Head of Household, at the time they seek housing assistance, is/are employed and reside with the jurisdictions of the Housing Authority of the City of Pasco and Franklin County and Kennewick Housing Authority.

It was not known how applicants were placed on the waiting list, by order of preferences.

There were two ways to apply while the waiting list was open:

  1. Complete the online application.
  2. Call the HACPFC.

This waiting list had the following preferences:

  • Elderly Family
    • A family whose head, cohead, spouse, or sole member is a person who is at least 62 years of age; two or more persons who are at least 62 years of age living together; or one or more persons who are at least 62 years of age living with one or more live-in aides.
  • Disabled Family
    • A family whose head, cohead, spouse, or sole member is a person with disabilities; two or more persons with disabilities living together; or one or more persons with disabilities living with one or more live-in aides.
  • Working Families
    • HACPFC has established a preference for working families, where the head, spouse, cohead, or sole member is employed at least 20 hours per week for at least ninety (90) days.  HUD requires that families where the head and spouse, or sole member is a person age 62 or older, or is a person with disabilities, will also be given the benefit of the working preference
  • Veteran
    • Applicants who are veterans of United States military service who have been discharged or released, other than dishonorably, or are the unmarried spouse of a service person killed while in the active service military of the United States.
  • Foster Youth
    • HACPFC provides a preference to young adults who are transitioning out of foster care or have already left foster care.
