The\u00a0private market is too expensive for households with limited resources, and housing assistance is scarce.\u00a0According to <a href=\"http:\/\/nlihc.org\/oor\">Out of Reach 2016<\/a>, a full-time worker working 40 hours a week for all 52 weeks of the\u00a0year needs to earn $20.30 an hour to afford a modest two-bedroom rental home, or $16.35 an hour\u00a0just to afford a one-bedroom. This is significantly higher than the earnings of the lowest wage workers.<\/p>\n<p>And federal housing assistance programs are not funded sufficiently to provide help to everyone who\u00a0needs it. For the millions of Americans who qualify for assistance, only one out of four\u00a0currently receive it. A\u00a0recent <a href=\"http:\/\/www.npr.org\/sections\/money\/2016\/04\/29\/476179674\/episode-698-the-long-way-home\">National Public Radio<\/a> story explained, \u201cMost social programs in America work like this: if you\u00a0qualify for assistance, you get it. Food stamps, Medicaid, and the Earned Income Tax Credit all have their\u00a0own criteria. But if you pass the threshold and fill out the application, the help is (supposed to be) yours.\u00a0With housing though, that&#8217;s not how it works. There are far more people who qualify than actually\u00a0receive help.\u201d<\/p>\n<p>If you are unable to secure a decent, affordable home, you are not alone. According to a <a href=\"http:\/\/nlihc.org\/sites\/default\/files\/Gap-Report_print.pdf\">recent report<\/a>\u00a0by the National Low Income Housing Coalition, there are only 3.2 million affordable and available rental\u00a0homes for the nation\u2019s 10.4 million extremely low income renter households, whose income is less than\u00a030% of their area\u2019s median income. This is a national shortage of 7.2 million units. The shortfall ranges\u00a0from 7,820 units in Vermont to more than\u00a01 million units in California.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1465 aligncenter\" src=\"http:\/\/affordablehousingonline.com\/blog\/wp-content\/uploads\/2016\/06\/Gap-Report_Figure_01.png\" alt=\"Gap-Report_Figure_01\" width=\"522\" height=\"486\" \/><\/p>\n<p>A <a href=\"http:\/\/www.jchs.harvard.edu\/sites\/jchs.harvard.edu\/files\/projecting_trends_in_severely_cost-burdened_renters_final.pdf\">recent Harvard study<\/a> shows that the need for affordable housing will grow over the next ten years if\u00a0current demographic trends continue and rent increases continue to outpace wage growth. The most\u00a0conservative projections show that the number of severely cost burdened renter households spending\u00a0more than half of their income on housing costs will increase by 11% by 2025; from an estimated 11.8\u00a0million today, to 13.1 million. Clearly, the supply of affordable housing must grow to meet this demand.<\/p>\n<p>The outlook may seem grim, but with the right policy changes, we can ensure that every American has a\u00a0decent home. The <a href=\"http:\/\/nlihc.org\/\">National Low Income Housing Coalition<\/a> is just one of many organizations fighting for\u00a0housing policies that better serve those with the greatest housing needs. But, we cannot do it alone.\u00a0Successful advocacy relies on participation by every individual who can <a href=\"http:\/\/cqrcengage.com\/nlihc\/lookup\">contact their Congressional\u00a0representative<\/a> to tell them about the need for better housing policies.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1471 alignright\" src=\"http:\/\/affordablehousingonline.com\/blog\/wp-content\/uploads\/2016\/06\/nhtf_logo_web.png\" alt=\"nhtf_logo_web\" width=\"175\" height=\"268\" \/>First, Congress should increase funding for the national <a href=\"http:\/\/nlihc.org\/sites\/default\/files\/FAQ_2015.pdf\">Housing Trust Fund (HTF)<\/a>. Funds placed in the\u00a0HTF go directly to states for building crucial new units of affordable housing. At least 75% of these funds\u00a0must serve extremely low income households and at least 90% of funds must support rental housing.\u00a0Greater funding of the HTF means states will have more money to build affordable units near you.<\/p>\n<p>Additional funding can come through <a href=\"http:\/\/nlihc.org\/unitedforhomes\">reform of the mortgage interest deduction (MID)<\/a>. Homeowners\u00a0can currently deduct the mortgage interest they pay from their income when they file their federal tax\u00a0return. Reducing the amount of a mortgage that qualifies for the deduction from the current $1 million\u00a0to $500,000 would save <a href=\"http:\/\/nlihc.org\/article\/new-report-shows-potential-213-billion-new-revenue-united-homes-proposal\">$95 billion over ten-years<\/a> that could go to the HTF. Switching the MID from a\u00a0deduction to a tax credit would save another $118 billion over ten years. A tax credit could be taken by\u00a0all homeowners with a mortgage, regardless of their income, while tax deductions are predominantly\u00a0taken by higher income homeowners. The <a href=\"http:\/\/nlihc.org\/unitedforhomes\/legislation\">Pathways Out of Poverty Act of 2015 (H.R. 2721) and The\u00a0Common Sense Housing Investment Act (H.R. 1662)<\/a> would both make these crucial changes to the MID\u00a0to increase funding for public housing, Low Income Housing Tax Credits (LIHTC), and the HTF. Sixty\u00a0percent of the savings from MID reform would go to the HTF.<\/p>\n<figure id=\"attachment_1474\" aria-describedby=\"caption-attachment-1474\" style=\"width: 150px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1474\" src=\"http:\/\/affordablehousingonline.com\/blog\/wp-content\/uploads\/2016\/06\/114_rp_ca_43_waters_maxine.jpg\" alt=\"114_rp_ca_43_waters_maxine\" width=\"150\" height=\"183\" \/><figcaption id=\"caption-attachment-1474\" class=\"wp-caption-text\">Congresswoman Maxine Waters (D-CA)<\/figcaption><\/figure>\n<p>Second, Congress should support Maxine Waters\u2019 Bill (D-California), <a href=\"http:\/\/democrats.financialservices.house.gov\/uploadedfiles\/executive_summary-the_ending_homelessness_act_of_2016.pdf\">\u201cThe Ending Homelessness Act of\u00a02016\u201d (H.R.4888)<\/a>, which would provide $1 billion annually for the national HTF in perpetuity, as well as\u00a0$50 million a year for project based rental assistance for HTF units. The bill would also dramatically\u00a0increase resources for McKinney-Vento Homeless Assistance grants and Housing Choice Vouchers.<\/p>\n<figure id=\"attachment_1473\" aria-describedby=\"caption-attachment-1473\" style=\"width: 150px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1473\" src=\"http:\/\/affordablehousingonline.com\/blog\/wp-content\/uploads\/2016\/06\/Maria_Cantwell_official_portrait_110th_Congress_2.jpg\" alt=\"\" width=\"150\" height=\"225\" \/><figcaption id=\"caption-attachment-1473\" class=\"wp-caption-text\">Senator Maria Cantwell (D-WA)<\/figcaption><\/figure>\n<p>Third, the <a href=\"https:\/\/www.congress.gov\/bill\/114th-congress\/senate-bill\/2962\/text\">Affordable Housing Credit Improvement Act<\/a> (S. 2962), <a href=\"https:\/\/www.cantwell.senate.gov\/news\/news-about-maria\/cantwell-hatch-introduce-major-lihtc-expansion-bill\">introduced on May 19th<\/a> by Senators\u00a0Maria Cantwell (D-Washington) and Orrin Hatch (R-Utah), would increase the LIHTC program by 50%.\u00a0LIHTC is the primary program used by developers today to build affordable housing. If passed, this\u00a0legislation would create and preserve 1.3 million affordable units over the next 10 years. Further steps,\u00a0such as adding a 50% basis boost for projects serving extremely low income households, should be\u00a0taken to ensure that greater LIHTC funding is directed towards housing for people with the greatest\u00a0need.<\/p>\n<p>Much work also needs to be done at the state and local level. States and local jurisdictions need to\u00a0ensure that Housing Choice Voucher holders do not face discrimination from landlords. Countless stories\u00a0indicate landlords in some locations refuse to rent to potential tenants with vouchers. This is unjust and\u00a0should be prohibited. States or local jurisdictions must pass source of income (SOI) protections to ensure\u00a0Americans receiving housing vouchers are not turned away from quality housing of their choice.<\/p>\n<p>Representatives in Congress are there to serve us. And we all have a role to play in letting our needs be\u00a0known. While the National Low Income Housing Coalition is dedicated solely to achieving socially just\u00a0public policy that assures people with the lowest incomes in the United States have affordable and\u00a0decent homes, it\u2019s up to all of us as citizens to let our voices be heard.
