The City of Encinitas Housing Authority (CEHA) Section 8 Housing Choice Voucher waiting list is currently open. This waiting list is open indefinitely.

 

To apply, download and print the online application. Once the application has been completed, mail it to 505 South Vulcan Avenue, Encinitas, CA 92024.

 

If an applicant is added to the waiting list, they will be notified by mail.

 

The CEHA estimates the waiting time to receive a voucher is about seven years or more.

 

Please note: The first page of the application says, "If you do not live/work in Encinitas, then we anticipate that your name WILL NOT be reached on our waiting list. If you live outside of our area, it is suggested that you contact the housing authority that covers the area in which you live."

 

Some housing authorities use this wording to dissuade non-local applicants of applying. The CEHA cannot deny your application simply if you are a non-local applicant. Prospective applicants may apply to any open Section 8 waiting list in the country.

Heads of Household Characteristics

-1% of households were headed by a person 24 years old or less, 15% were headed by a person 25 to 49 years old, 23% were headed by a person 51 to 60 years old, and 62% were headed by a person 62 years old or older. In addition, 11% of households were headed by a person 85 years old or older.

13% of households included children, 3% of which had two adults in the household. 12% of households with children have a female head of household. 78% of all households were headed by a female.

22% of all voucher households were headed by minorities with 3% of all heads of households being Black and -1% being Hispanic.

Of all households participating in the City of Encinitas Housing Authority Housing Choice Voucher program, 36% include at least one person with a disability. 49% of households with a head of household 61 years or less were headed by a person with a disability. 55% of households headed by someone 62 or older were headed by a person with a disability.

Bedroom Size and Overhousing

61% of voucher holders reside in a home with zero or 1 bedroom, 35% with 2 bedrooms and 4% with 3 or more bedrooms. 13% of voucher recipients are considered overhoused, meaning they occupy a rental unit larger than their family size requires.
