The Regional Housing Authority of Sutter and Nevada Counties is currently accepting public housing waiting list applications for families and elderly/disabled individuals.

This housing authority has three public housing communities:

1. Date Street Senior Village is a 50 unit community with emergency pull switches in every unit.
2. Richland Public Housing is a 99 unit community located in Yuba City.
3. River City Manor is a 24 unit community dedicated to senior/disabled individuals, located in Yuba City.

To apply for public housing you can visit the housing authority office to pick up an application, located at: 1455 Butte House Rd., Yuba City, CA 95993, during normal office hours, or you can have an application mailed to you by calling 
530-671-0220, during normal office hours.

Once you have completed the application it can be mailed or hand delivered to the housing authority at the above address.
Be sure to include with your application: copies of birth certificates, social security cards, proof of income, and photo IDs for all adult household members.

This housing authority does go by a preference point system that may improve your spot on the waiting list: disabled, homeless, elderly, work/live in the area, victim of domestic violence, displaced by government action, veteran, and near elderly.

Please note: The Regional Housing Authority of Sutter and Nevada Counties covers the Counties of Colusa, Nevada, Sutter, and Yuba, CA; and the Cities of Yuba City and Live Oak, CA.

The Regional Housing Authority of Sutter and Nevada Counties (RHASNC) is currently accepting Section 8 Project-Based Voucher waiting list applications for families and senior households.

IMPORTANT NOTE: This is NOT the Section 8 Housing Choice Voucher program. The Section 8 Project-Based Voucher program operates similarly to Public Housing, in which tenants must live in a specific unit to receive housing assistance. For HCV information, please scroll down below the PBV section.

To apply to Maple Park, download and print the application online. The application is available in English and Spanish.

The Regional Housing Authority of Sutter and Nevada Counties (RHASNC) Section 8 Housing Choice Voucher waiting list is currently closed. It was last open from October 2016 until November 2016. There is no notice of when this waiting list will reopen.

Please note: This waiting list has preferences. This means that applicants who qualify for these preferences will receive assistance before applicants who do not. Because of these preferences, applicants who do not qualify may have a longer wait to receive assistance.

To apply during the opening period, applicants were required to complete the online application.

This waiting list has the following preferences: Veteran, victim of domestic violence, homeless, resident.

Applicants were placed on the waiting list by date and time the application was received, after sorting preferences.

Public Housing Property Inspection Scores

All public housing projects and privately owned rental properties with project-based Section 8 contracts are inspected every 1 to 3 years by HUD’s Real Estate Assessment Center (REAC). The mission of REAC is to insure that HUD’s multifamily portfolio is well maintained, free of health and safety risks for tenants and to prevent waste, fraud and abuse in HUD’s multifamily programs.

The highest REAC score possible is 100 points. Points are awarded in five inspectable areas: site, building exteriors, common areas, systems and units. Points may be weighted differently for different property types. For example, an urban property with little to no grounds might have a score weighted more on the building exteriors and less on the site whereas a suburban property with acres of land will be weighted more on the site review.

The frequency of REAC inspections is determined by the last REAC score a property received. If a property receives a REAC score of 90 or higher, the next REAC inspection will be scheduled in 3 years. Scores of 80 to 89 require re-inspection in 2 years and scores of 60 to 79 require re-inspection in a year.

A score of less than 60 is considered failing. Scores of 31 to 59 require re-inspection in 60 days and scores of 30 or lower are referred to a HUD Enforcement Center for corrective action.
