Download and print the application online.  2. Visit the OACAC Neighborhood Center in the county where you live, or at the OACAC Central Office in Springfield. You can find your Neighborhood Center for each county on this web page.Preferences will be given to applicants residing in those ten counties listed above.Qualified applicants will be sorted by preference and then placed on waiting list by date and time of application submission.
