To apply during the opening period, applicants were required to complete the online application.

The maximum income limits for each household size were as follows:

  • 1 Person $41,800 | 6 Persons $69,200
  • 2 Persons $47,750 | 7 Persons $74,000
  • 3 Persons $53,700 | 8 Persons $78,750
  • 4 Persons $59,650 | 9 Persons $83,510
  • 5 Persons $64,450 | 10 Persons $84,286

This waiting list had the following preferences:

  • Households defined as Homeless.
  • Households identified as Elderly and/or Disabled (as defined by HUD).
  • Families with Dependent Children.

15,000 applicants were placed on the waiting list by random lottery, weighed by order of preferences.
