This waiting list is for Section 8 Housing Choice Voucher rental housing assistance in Franklin County, Pennsylvania.

The Franklin County Housing Authority (FCHA) last accepted Section 8 Housing Choice Voucher program waiting list applications from June 1, 2023, until 250 applications were received. There is no notice of when this waiting list will reopen.

There were four ways to apply during the opening period:

  1. Complete the online application.
  2. Print the paper application.
  3. Pick up an application from the FCHA offices.
  4. Complete the application in person at the FCHA offices.

Once the paper application was completed, it was either:

  1. Dropped off at the FCHA offices.
  2. Faxed to the FCHA.

The maximum income limits for each household size were as followed:

  • 1 Person $26,050 | 5 Persons $40,200
  • 2 Persons $29,800 | 6 Persons $43,200
  • 3 Persons $33,500 | 7 Person $46,150
  • 4 Persons $37,200 | 8 Persons $49,150

This waiting list had the following preferences: 

  • Families who are victim of domestic violence.
  • Homeless
  • Working preferences (includes elderly families or families whose head or spouse is receiving income based on their inability to work.)

It was not known how selected applicants were placed on the waiting list.

The Franklin County Housing Authority (FCHA) Public Housing waiting list is currently open, since at least January 7, 2019, until further notice. Waiting lists for a specific community or bedroom size may be closed.

To apply, complete the online application.

This waiting list has the following preferences: Live or work in Franklin County; Working at least 30 hours a week over 12 months; Elderly; Disabled; Victim of domestic violence; Federally declared disaster zone. More information about the preferences can be found here.

Open Until Further Notice: Franklin County, Pennsylvania Mainstream Section 8 Housing Choice Voucher Waiting List

This waiting list is for Mainstream Section 8 Housing Choice Voucher rental housing assistance in Franklin County, Pennsylvania.

The Franklin County Housing Authority (FCHA) is accepting Mainstream Section 8 Housing Choice Voucher waiting list applications from the earliest confirmed date of June 2, 2023, until further notice.

Please note: According to the FCHA "

  • Must be under the age of 62
  • Someone over the age of 18 must be disabled
  • Must be homeless, at risk of being homeless, institutionalized, or at risk of being institutionalized (need written proof of this requirement, including but not limited to a written statement, eviction letter, Notice to Quit, statement from homeless shelter, a statement from the person you are living with)."

There are three ways to apply:

  1. Complete the online application. The application is available in English and Spanish.
  2. Complete the application at one of the two Franklin County offices, located at 290 West Washington Street, Chambersburg, Pennsylvania, 17201, or 202 Elder Avenue, Waynesboro, Pennsylvania, 17268, Monday through Friday, from 9:00 am to 4:30 pm, ET.
  3. Pick up an application at one of the two Franklin County offices at the above addresses during office hours.

Once the paper application has been completed, it must be dropped off at one of the two Franklin County offices, at the addresses above during office hours.

Preferences have not yet been confirmed.

Selected applicants will be placed on the waiting list by date and time the application is received.
