To apply during the opening period, applicants were required to complete the online application.

The maximum income limits for each household size were as follows:

  • 1 Person $29,350 | 5 Persons $45,300
  • 2 Persons $33,550 | 6 Persons $48,650
  • 3 Persons $37,750 | 7 Persons $52,000
  • 4 Persons $41,900 | 8 Persons $55,350

This waiting list had the following preferences:

  • Has been displaced by local government action.
  • Head of household is elderly.
  • Homeless, as defined by HUD.
  • Family member who is a person with disabilities, as defined by HUD.
  • Family member who is a victim of domestic violence.
  • Veterans or surviving spouses of veterans.
  • Displaced by a national disaster (as declared by the President).
  • Are renting, and have been displaced by bank foreclosure.
  • Owned a home, and have been displaced by bank foreclosure.

800 applicants were placed on the waiting list by random lottery, weighed by order of preferences.
