Check newspaper and websites that provide local news for specific non-English speaking populations. Housing Authorities are obligated to do outreach to minority populations. Most will publish Wait List announcements in those newspapers. Also, check you local Housing Authority website. Much of the content of these websites will have options to be accessed in another language or even multiple languages.
