There were five ways to apply while the waitlist was open:

  1. Call the GHA to request an application.
  2. Email GHA to request an application.
  3. Mail a letter to the GHA office to request an application.
  4. Complete an application in person at the GHA office.
  5. Print the paper application.

Once the paper application was completed, it was postmarked by October 26, 2023 and mailed to the GHA office.

Preferences have not been confirmed.

Selected applicants were placed on the waiting list by random lottery.
