How To Apply to the Housing Choice Voucher Waiting List

The Housing Authority of the County of DeKalb (HACD) Section 8 Housing Choice Voucher waiting list is currently open on a limited basis. Applications are being accepted from September 16, 2020 at 8:30 am CT, until 3,000 applications have been received.

Please note: According to the HACD, "applicants must be income eligible and have 2 or more local preferences."

To apply during the opening period, complete the online application here.

This waiting list has the following local preferences:

  • Family Preference: Head of household, spouse or sole member has legal custody of a minor child or children. If the Head of household, spouse or sole member is elderly (62 or older) or disabled you qualify for this preference.
  • Working Preference: Head of household, spouse or sole member is employed and working. If the Head of household, spouse or sole member is elderly (62 or older) or disabled you qualify for this preference.
  • Residency Preference: Applicant family can demonstrate that your primary physical residence is in DeKalb County, Illinois. Or if Head of household, spouse or sole member is working or hired to work in DeKalb County Illinois. Must be on a permanent, non-temporary basis.
  • Rent Burden: Applicant family is currently paying more than 50% of their family/household income for rent and utilities for 90 days or more.
  • Continuum of Care: Applicant family is currently residing in Emergency Shelter, Transitional Shelter, Permanent Supportive Housing or participating in homeless services at/in/through a participating DeKalb County Continuum of Care agency such as Hope Have, Safe Passage, etc and have received a written letter of recommendation from that agency not less than 30 days ago.

Selected applicants will be placed on the waiting list by date and time the application is received, weighed by order of preferences.

The Housing Authority of the County of DeKalb (HACD) Public Housing waiting list for 1, 2, and 3-Bedroom apartments is currently open on a limited basis. Applications are being accepted since at least August, 2017, until further notice.

According to the HACD, "applicants must have 2 or more local preferences and be income eligible to be added to the Low Income Public Housing waiting list." The preferences are listed below.

As of September 29th, 2020, it is not known if Housing Authority of the County of DeKalb is processing Section 8 Housing Choice Voucher portability requests for porting in due to the COVID-19 pandemic.

Waiting List and Tenancy

According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 19% having issued approximately 29 vouchers in the past year. The average voucher holder has received housing benefits for 5 years and 11 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of 22 months on the waiting list1.

Income Characteristics

According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 2.4 persons and has a household income of $14,546 per year. 91% of households were very low income (VLI) and 64% were extremely low income (ELI). 36% of households had wages as a major source of income, 2% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 56% of households had other income (Social Security, Disability or Pension) as their major source of income.

Heads of Household Characteristics

3% of households were headed by a person 24 years old or less, 60% were headed by a person 25 to 49 years old, 22% were headed by a person 51 to 60 years old, and 15% were headed by a person 62 years old or older. In addition, 1% of households were headed by a person 85 years old or older.

54% of households included children, 3% of which had two adults in the household. 50% of households with children have a female head of household. 85% of all households were headed by a female.

53% of all voucher households were headed by minorities with 48% of all heads of households being Black and -1% being Hispanic.

Of all households participating in the Housing Authority of the County of DeKalb Housing Choice Voucher program, 21% include at least one person with a disability. 42% of households with a head of household 61 years or less were headed by a person with a disability. 53% of households headed by someone 62 or older were headed by a person with a disability.

Bedroom Size and Overhousing

23% of voucher holders reside in a home with zero or 1 bedroom, 37% with 2 bedrooms and 40% with 3 or more bedrooms. 23% of voucher recipients are considered overhoused, meaning they occupy a rental unit larger than their family size requires.

Rent, Assistance, and Utility Allowances

The average monthly tenant contribution to rent by Housing Authority of the County of DeKalb voucher holders in 2016 was $367 and the average monthly HUD expenditure per voucher holder was $645. The average utility allowance across all voucher recipients is $136.
