The Richland County Housing Authority is currently accepting public housing waitin list applications for families and elderly disabled individuals.


The Housing Authority offers three apartment complexes with the utilities included for the elderly/disabled individuals, and one 2 bedroom apartment complex with gas, water, and garbage included in the rent for families.
The also have 3 and 4 bedroom single family homes the include gas and garbage in the rent located in the towns of Olney and Noble.

Once the application has been completed you can either hand deliver or mail it to the Housing Authority located at 129 E. Scott St., Olney, IL 62450.

The Kankakee County Housing Authority (KCHA) Section 8 Housing Choice Voucher waiting list is currently closed. It was last open for three days in July 2015. There is no notice of when this waiting list will reopen.

Please note: According to this news article, hundreds were in line by the morning of the opening, and some were even in line the night beforehand. Police were at the premise to keep peace. At least one fight was officially reported.



To apply, applicants must have visited the KCHA office.


The KCHA identified the following preferences: Working households who live and/or work in Kankakee County, other households who live in Kankakee County, working households who live outside of Kankakee County, other households who live outside of Kankakee County.


Qualified applicants were added onto the waiting list by date and time of the application's submission. There is no limit set by the KCHA of how many applicants will be placed onto the waiting list.

According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 13% having issued approximately 44 vouchers in the past year. The average voucher holder has received housing benefits for 6 years and 7 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of 21 months on the waiting list1.

According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 2.2 persons and has a household income of $13,732 per year. 92% of households were very low income (VLI) and 65% were extremely low income (ELI). 29% of households had wages as a major source of income, 1% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 70% of households had other income (Social Security, Disability or Pension) as their major source of income.

Heads of Household Characteristics

1% of households were headed by a person 24 years old or less, 52% were headed by a person 25 to 49 years old, 27% were headed by a person 51 to 60 years old, and 20% were headed by a person 62 years old or older. In addition, 1% of households were headed by a person 85 years old or older.

42% of households included children, 1% of which had two adults in the household. 41% of households with children have a female head of household. 79% of all households were headed by a female.

69% of all voucher households were headed by minorities with 66% of all heads of households being Black and 1% being Hispanic.

Of all households participating in the Kankakee County Housing Authority Housing Choice Voucher program, 21% include at least one person with a disability. 40% of households with a head of household 61 years or less were headed by a person with a disability. 53% of households headed by someone 62 or older were headed by a person with a disability.

41% of voucher holders reside in a home with zero or 1 bedroom, 21% with 2 bedrooms and 38% with 3 or more bedrooms. 18% of voucher recipients are considered overhoused, meaning they occupy a rental unit larger than their family size requires.

Rent, Assistance, and Utility Allowances

The average monthly tenant contribution to rent by Kankakee County Housing Authority voucher holders in 2016 was $337 and the average monthly HUD expenditure per voucher holder was $612. The average utility allowance across all voucher recipients is $157.
