The Blue Earth County Economic Development Authority is a Section 8 and Public Housing Public Housing Agency in Mankato, Minnesota.

The Blue Earth County Economic Development Authority serves Blue Earth County, Mankato, Good Thunder, North Mankato, Eagle Lake, Lake Crystal, Amboy and Mapleton.

The City of Mankato Economic Development Authority and Blue Earth County Economic Development Authority operate the Section 8 and Public Housing program together as the Mankato and Blue Earth County Economic Development Authorities.

Public Housing Waiting List: Open Indefinitely

The City of Mankato and Blue Earth County Economic Development Authorities (CMBECEDA) is currently accepting Public Housing waiting list pre-applications for families and senior/disabled households.

The CMBECEDA offers one Public Housing community with 179 units for families and senior/disabled households.

There are two ways to apply:

  1. Visit the CMBECEDA to pick up a pre-application, located at 10 Civic Center Plaza Mankato, MN 56002-3368 during normal office hours
  2. Download a pre-application online here, then print and complete.
Once the pre-application has been completed, you must call the CMBECEDA to schedule an interview at (507) 387-8600  during normal office hours.

Be sure to include these documents with the pre-application: Social Security Cards, proof of all income, birth certificates, and photo IDs for all adult household members.

Blue Earth County, Minnesota Section 8 HCV Waiting List : Closed

The Mankato and Blue Earth County Economic Development Authorities (MBECEDAs) Section 8 Housing Choice Voucher waiting list is currently closed. It was last open for local applicants for two weeks from April until May 2017; and prior to that for two weeks in April 2015.

Please note: According to the MBECEDAs, "At this time, the Mankato and Blue Earth County EDAs are only accepting applications from individuals and families who qualify for local preference:

Head of household or spouse must live in Blue Earth County, work at least 30 hours a week in Blue Earth County, or attend school fulltime in Blue Earth County.

Veterans that qualify for local preference will also receive Veteran’s Preference."

To apply during the opening period, applicants were required to complete the online application.

Applicants were placed on the waiting list by random lottery, after sorting preferences.

According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 19% having issued approximately 3 vouchers in the past year. The average voucher holder has received housing benefits for 7 years and 10 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of -1 months on the waiting list1.

According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 2.4 persons and has a household income of $14,053 per year. 98% of households were very low income (VLI) and 70% were extremely low income (ELI). 29% of households had wages as a major source of income, 11% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 59% of households had other income (Social Security, Disability or Pension) as their major source of income.

Heads of Household Characteristics

-1% of households were headed by a person 24 years old or less, 57% were headed by a person 25 to 49 years old, 27% were headed by a person 51 to 60 years old, and 16% were headed by a person 62 years old or older. In addition, -1% of households were headed by a person 85 years old or older.

35% of households included children, 11% of which had two adults in the household. 29% of households with children have a female head of household. 67% of all households were headed by a female.

43% of all voucher households were headed by minorities with 41% of all heads of households being Black and -1% being Hispanic.

Of all households participating in the Blue Earth County Economic Development Authority Housing Choice Voucher program, 27% include at least one person with a disability. 49% of households with a head of household 61 years or less were headed by a person with a disability. 100% of households headed by someone 62 or older were headed by a person with a disability.

Bedroom Size and Overhousing

40% of voucher holders reside in a home with zero or 1 bedroom, 37% with 2 bedrooms and 24% with 3 or more bedrooms. 17% of voucher recipients are considered overhoused, meaning they occupy a rental unit larger than their family size requires.

Rent, Assistance, and Utility Allowances

The average monthly tenant contribution to rent by Blue Earth County Economic Development Authority voucher holders in 2016 was $339 and the average monthly HUD expenditure per voucher holder was $470. The average utility allowance across all voucher recipients is $66.
