The Housing and Redevelopment Authority of Duluth, Minnesota (HRADM) is currently accepting Public Housing waiting list pre-applications for families and senior/disabled households.The HRADM offers 16 Public Housing communities with 1,152 units for families and senior/disabled households.There are three ways to apply:

  1. Visit the HRADM to pick up a pre-application, located at 222 E. Second Street, Duluth, MN 55816, from 8:00 am until 4:30 pm CT, Monday-Friday.
  2. Request to have a pre-application be mailed to you by calling (218) 529-6300 from 8:00 am until 4:30 pm, Monday-Friday.
  3. Download a pre-application online here, then print and complete.
Once the pre-application has been completed, it can be:
  1. Hand delivered to the address listed above. 
  2. Mailed to PO Box 16900, Duluth, MN 55816. 
  3. Faxed to (218) 529-6344.
No documents are needed at this time.The HRADM does have a preference point system that may improve your spot on the waiting list: Health Care Services, live and/or work in Duluth, promised work in Duluth, victim of domestic violence, elderly, near elderly, displaced by a natural disaster, displaced by Federal, State,or Local government, or a family member has an elevated lead level.For more information, visit the HRADM website, or call the office at (218) 529-6300 from 8:00 am until 4:30 pm, Monday-Friday.
