The Housing Authority of the City of Jefferson (HACJ) Section 8 Housing Choice Voucher waiting list is currently open. It opened in October 2012, and is open indefinitely. 

To apply, visit the HACJ office, located at 1040 Myrtle Avenue, Jefferson City, Missouri 65102, during normal office hours. Mailed or faxed applications will not be accepted. 

According to the HACJ, the wait time for a voucher is about four years.

Open Until Further Notice: Public Housing Waiting List

The Housing Authority of the City of Jefferson (HACJ) is currently accepting Public Housing waiting list pre-applications for families and senior/disabled households.

The HACJ offers four Public Housing communities with 317 units for families and senior/disabled households, ranging in size from studios to 4 bedrooms.

There are two ways to apply:

  1. Visit the HACJ to pick up a pre-application, located at 1040 Myrtle Avenue, Jefferson City, Missouri 65102, during normal office hours.
  2. Download a pre-application online here, then print and complete.
Once the pre-application has been completed, it must be hand delivered to the address listed above during normal office hours.

These documents will be needed when you are selected from the waiting list to submit a full application, if you have them with you when submitting the pre-application the HACJ will take photo copies: Birth Certificates and Social Security Cards for all household members, proof of all income, photo IDs for all adult household members, proof of residency (if claiming the preference), and if there is more than one adult in the household, they must complete these additional forms.

The HACJ does have a preference for applicants that live and/or work in Jefferson City.

Waiting List and Tenancy

According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 9% having issued approximately 21 vouchers in the past year. The average voucher holder has received housing benefits for 5 years and 6 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of 26 months on the waiting list1.

Income Characteristics

According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 2.7 persons and has a household income of $11,064 per year. 99% of households were very low income (VLI) and 77% were extremely low income (ELI). 36% of households had wages as a major source of income, 3% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 49% of households had other income (Social Security, Disability or Pension) as their major source of income.

Heads of Household Characteristics

4% of households were headed by a person 24 years old or less, 66% were headed by a person 25 to 49 years old, 15% were headed by a person 51 to 60 years old, and 14% were headed by a person 62 years old or older. In addition, 1% of households were headed by a person 85 years old or older.

62% of households included children, 3% of which had two adults in the household. 60% of households with children have a female head of household. 90% of all households were headed by a female.

70% of all voucher households were headed by minorities with 66% of all heads of households being Black and 1% being Hispanic.

Of all households participating in the Housing Authority of the City of Jefferson Housing Choice Voucher program, 15% include at least one person with a disability. 27% of households with a head of household 61 years or less were headed by a person with a disability. 74% of households headed by someone 62 or older were headed by a person with a disability.

Bedroom Size and Overhousing

28% of voucher holders reside in a home with zero or 1 bedroom, 35% with 2 bedrooms and 37% with 3 or more bedrooms. 5% of voucher recipients are considered overhoused, meaning they occupy a rental unit larger than their family size requires.

Rent, Assistance, and Utility Allowances

The average monthly tenant contribution to rent by Housing Authority of the City of Jefferson voucher holders in 2016 was $281 and the average monthly HUD expenditure per voucher holder was $530. The average utility allowance across all voucher recipients is $172.
