This waiting list is for Section 8 Housing Choice Voucher rental housing assistance in The Bronx, Brooklyn, Manhattan, Queens, and Staten Island, New York.
Announced during New York City's State of the City address by NYC Mayor Eric Adams, the New York City Housing Authority (NYCHA) Section 8 Housing Voucher waiting list will open sometime in 2024. NYCHA last accepted Section 8 HCV applications in December, 2009.
During the State of the City Address, Mayor Adams said, "We will help more people get into homes and stay in their homes once they are there. Later this year for the first time in 15 years, we will reopen the NYCHA Section 8 Voucher wait list, aiming to issue 1,000 vouchers per month."
In a recent interview by EpicenterNYC, Rene Arlain — Director of Housing Counseling for Cypress Hills Redevelopment Corporation — was asked about the potential number of applicants for this opening. Arlain said, "I imagine it’s going to be huge numbers, because the system hasn’t been fully open for at least a decade. There are always renters trying to apply for the Section 8 subsidy." Cypress Hills Redevelopment Corporation is a nonprofit housing counseling agency in New York City.
According to an article this year on Brick Underground, in January, 2024, there were around 7,000 applicants on the NYCHA Section 8 HCV waiting list. That's down from over 17,500 one year prior in January 2023. A NYCHA official said "The planned reopening of the waitlist for this critical rental subsidy later this year further exemplifies the administration’s and the authority’s commitment to this issue and to utilizing the housing strategies and solutions to positively impact the lives of New Yorkers."
Application Method
It has not yet been announced how applications will be submitted to NYCHA. An EpicenterNYC article from April 1 states that the application will be available online, and the only paper applications available will be for applicants with a reasonable accommodation. However, the source in this article is an unnamed NYCHA spokesperson. Affordable Housing Online will wait to confirm this until an official statement is made by the housing authority.

Selection Process
There is conflicting information about how applicants will be selected for this waiting list. The April 1 EpicenterNYC article states that, "the intent is to select enough applicants using a lottery process to meet NYCHA’s HCV [Housing Choice Voucher] issuance needs for at least the next 10 years." However, NYCHA's Administrative Plan states that the selection will be done by date and time of the application submission.
Income Qualification
The income limits for the New York City Section 8 Housing Choice Voucher program are as follows. An applicant must be income eligible at the time of voucher issuance which can be years after applying for the waiting list.
If the housing authority conducted a lottery, it would give NYCHA the opportunity to open the Section 8 waiting list more often than just once every 15 years. It could add just enough applicants to the list to reopen on a more frequent basis.

Please note: This waiting list is closed to the general public. According to NYCHA, it is only "accepting referrals from the New York City Administration for Children’s Services (ACS)...for Family Unification Program (FUP) Youth whose current assistance is expiring as a result of the 36-month time limit on their voucher without subsequent adequate housing. FUP Youth participants are eligible for regular HCV assistance if: (1) their FUP Youth Section 8 assistance is expiring within the next six months; (2) as a result of the expiration of the FUP Youth section 8 assistance, the FUP Youth participant is at-risk for homelessness; and (3) they meet all eligibility requirements as described in NYCHA’s Administrative Plan. ACS can refer a FUP Youth directly to NYCHA by submitting the required documentation. accepting referrals from the New York City Administration for Children’s Services (ACS) for its Housing Choice Voucher (HCV) waitlist (also known as Section 8) for Family Unification Program (FUP) Youth whose current assistance is expiring as a result of the 36-month time limit on their voucher without subsequent adequate housing.
