The Housing Authority of the City of Pasco and Franklin County (HACPFC) last accepted Public Housing waiting list applications since the earliest confirmed date of May 1, 2015, until the earliest confirmed close date of March 10, 2023. There is no notice when this waiting list will reopen.

To apply during the opening period, applicants were required to complete the online application.

Once the application was completed, the following documents must have been submitted to the HACPFC:

  • Photo Identification (ID) for All Adults (examples of picture ID include: State issued driver’s license or ID card, passport, etc.)
  • Birth Certificates for all household members

  • Verification of Income and/or Employment for all household members

  • Vehicle registration(s) for all household members

The Housing Authority of the City of Pasco and Franklin County (HACPFC) waiting list for Affordable Housing Program apartments is currently closed. It is not known when this waiting list was last open, or when it will reopen.

Please note: As of May 3, 2021, the HACPFC Affordable Housing Program page has a button for the online application. But, that online application says "We are currently not accepting applications."

According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 10% having issued approximately 25 vouchers in the past year. The average voucher holder has received housing benefits for 6 years0 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of 9 months on the waiting list1.

Income Characteristics

According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 3 persons and has a household income of $13,871 per year. 97% of households were very low income (VLI) and 76% were extremely low income (ELI). 35% of households had wages as a major source of income, 9% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 53% of households had other income (Social Security, Disability or Pension) as their major source of income.

Heads of Household Characteristics

2% of households were headed by a person 24 years old or less, 59% were headed by a person 25 to 49 years old, 18% were headed by a person 51 to 60 years old, and 21% were headed by a person 62 years old or older. In addition, 2% of households were headed by a person 85 years old or older.
