Poplar Creek is envisioned as an eco-friendly, affordable community of single-family homes, duplex apartments and support facilities that include a round-the-clock child care center and workforce training program, operated in conjunction with the Southern Virginia Higher Education Center.
Geared toward veterans, those with special needs, and first-time homeowners, Poplar Creek is envisioned to have up to 25 buildings — initial plans call for construction of five to 10 housing units, each of them two-story, three-bedroom homes, and another 10 to 15 two-story rental duplexes with each apartment unit having one, two or three bedrooms.
All homes would include amenities such as washers, dryers, and dishwashers. Within the complex, families would have the option of child care through a 24-hour provider center.
Because Miller Homes at Poplar Creek participates in HUD's HOME program for rental housing and the LIHTC program, at least some of the units in this property are set aside for households earning 60% or less of the AMI and rents are capped at the local FMR and in many cases much lower. For a HOME project of this size, some of the units are set aside for households at or below 50% AMI with a corresponding lower rent cap.
