Eleanor Apartments is a brand new affordable senior housing community located in Downtown Bellingham on the edge of the York historic residential neighborhood. Opened September 2017, Eleanor Apartments offers 80 energy-efficient apartments with one bedroom and one bath that are affordable to seniors. The apartments utilizes Universal Design features making the building fully accessible. With a large community center, on-site parking, and large light-filled apartments, Eleanor Apartments will become a hub for seniors in downtown Bellingham. The community meets Evergreen Sustainability standards and includes an on-site rain garden for stormwater retention, photo voltaic solar panels, triple pane windows and enhanced insulation.
There is a bus stop at the property and the county transit center is a block away. Services and shopping are within walkable distances. Resident Services programming, a computer lab, and other activities will be provided in a community space on the ground floor. A partnership with PeaceHealth will provide health and wellness services on-site. The building will be generously landscaped with outdoor seating areas, walking path and P-patch garden.
Because Eleanor Apartments participates in HUD's HOME program for rental housing and the LIHTC program, at least some of the units in this property are set aside for households earning 60% or less of the AMI and rents are capped at the local FMR and in many cases much lower. For a HOME project of this size, some of the units are set aside for households at or below 50% AMI with a corresponding lower rent cap. As this property appears not to have a project-based subsidy or any other Federal assistance, you likely will have to pay your own rent, albeit, at a lower rent amount thanks to the HOME and LIHTC programs. Since this property participates in the HOME and LIHTC programs, the property is required to accept Section 8 Housing Choice Vouchers.
