To apply while the waitlist is open, complete the online application.
This waiting list may have the following preferences: Live or work Locally; Live in Dubuque, Delaware, Jackson, Jones, Cedar or Clinton County for at least the last three years; Live in Dubuque, Delaware, Jackson, Jones, Cedar or Clinton County for less than three years; Disabled.
It is not known how applicants will be placed on the waiting list, by order of preferences.
