The City of Dubuque Housing and Community Development Department (HCDD) Moderate Rehabilitation waiting list for 1 and 2-Bedroom apartments is closed.
The HCDD last accepted applications on an unconfirmed date in 2021. There is no notice of when this waiting list will reopen.
Please note: According to the HCDD, "This small legacy HUD program provides income-eligible applicants with assistance for 10 specific 1-bedroom units and four specific 2-bedroom units. Applications are accepted at any time for this program, but turnover in the program has historically been very low."
To apply during the opening period, applicants were required to complete the online application.

Moderate Rehabilitation has preferences for: Preferences Unconfirmed. Preferences are not required but Project-Based applicants that meet these criteria will be moved up the waiting list.
