Russell Terrace, Rental Assistance Demonstration (RAD) has preferences for: Elderly, Displaced by Natural Disaster, Victims of Domestic Violence, Veterans, Homeless, Displaced by Government Action, Disabled, In Transitional Housing. Preferences are not required but Project-Based applicants that meet these criteria will be moved up the waiting list.
