The Housing Authority of the City of Laredo (HACL) last accepted Rental Assistance Demonstration (RAD) waiting list applications for 3 and 4-Bedroom apartments at Russell Terrace Apartments from February 27, 2024, until February 29, 2024. There is no notice when this waiting list will reopen.

To apply while the waitlist was open, applicants were required to complete the online application.

This waiting list had the following preferences:

  • Unsheltered Homeless 
  • Homeless Referrals
  • Elderly Family, Disabled Family, and/or Domestic Violence Family
  • Veteran
  • Displacement
  • Moving Up or Transitional Housing

Selected applications were place on the waiting list by date and time the application was received, by order of preferences.
