"Effective February 1, 2021, the lobby will open each week, Monday - Thursday between the hours of 8 AM - 12 Noon. Appointment ONLY times will be between the hours of 1 PM - 5 PM.

Cullman Housing Authority is taking all necessary precautions to ensure the health and safety of our employees, their families, and our clients.

Only 3 people will be allowed in the lobby at one time.

Social distancing will be required; the lobby and front porch are marked with a X.

How To Apply to the Waiting List

The Cullman Housing Authority (CHA) Section 8 Housing Choice Voucher waiting list is currently open every third week of each month, since at least July, 2018, until further notice.

To apply, pick up an application at the CHA office, located at 408 Cleveland Avenue, SW, Cullman, Alabama 35055, Monday through Friday during the third week of each month, from 8:00 am until 12 :00 pm; and 1:00 pm until 4:30 pm CT.

Once the application has been completed, it must be hand delivered to the address listed above, during the third week of each month, from 8:00 am until 11:00 am; and 1:00 pm until 3:30 pm, Monday-Friday. 

There are no preferences.

Applicants will be placed on the waiting list by the date and time the application is received.

To apply, pick up an application at the CHA office, located at 408 Cleveland Avenue, SW, Cullman, Alabama 35055, Monday through Friday during the third week of each month, from 8:00 am until 12 :00 pm; and 1:00 pm until 4:30 pm CT.

Waiting List and Tenancy

According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 18% having issued approximately 8 vouchers in the past year. The average voucher holder has received housing benefits for 5 years and 11 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of 4 months on the waiting list1.

Income Characteristics

According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 1.4 persons and has a household income of $11,686 per year. 95% of households were very low income (VLI) and 51% were extremely low income (ELI). 14% of households had wages as a major source of income, -1% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 85% of households had other income (Social Security, Disability or Pension) as their major source of income.

Heads of Household Characteristics

2% of households were headed by a person 24 years old or less, 25% were headed by a person 25 to 49 years old, 27% were headed by a person 51 to 60 years old, and 47% were headed by a person 62 years old or older. In addition, 6% of households were headed by a person 85 years old or older.

19% of households included children, 1% of which had two adults in the household. 19% of households with children have a female head of household. 86% of all households were headed by a female.

3% of all voucher households were headed by minorities with 3% of all heads of households being Black and -1% being Hispanic.

Of all households participating in the Cullman Housing Authority Housing Choice Voucher program, 31% include at least one person with a disability. 62% of households with a head of household 61 years or less were headed by a person with a disability. 18% of households headed by someone 62 or older were headed by a person with a disability.

Bedroom Size and Overhousing

36% of voucher holders reside in a home with zero or 1 bedroom, 55% with 2 bedrooms and 9% with 3 or more bedrooms. 40% of voucher recipients are considered overhoused, meaning they occupy a rental unit larger than their family size requires.

Rent, Assistance, and Utility Allowances

The average monthly tenant contribution to rent by Cullman Housing Authority voucher holders in 2016 was $303 and the average monthly HUD expenditure per voucher holder was $330. The average utility allowance across all voucher recipients is $158.
