This waiting list is for Public Housing rental housing assistance in Council Bluffs, Iowa.

The Municipal Housing Agency of Council Bluffs (MHACB) waiting list for Publics Housing apartments is currently closed. Applications were last accepted on December 9, 2020. There is no notice of when this waiting list will reopen.

There were two ways to apply during the opening period: 

  1. Print the online paper application.
  2. Pick up an application from the MHACB.

Once the application was completed, it was either:

  1. Mailed to the MHACB.
  2. Faxed to the MHACB.
  3. Emailed to the MHACB.

This waiting list had the following preferences:

  • Elderly and disabled families residing within the city limits of Council Bluffs -5 Pts. Families who live, work or have been hired to work within the city limits of Council Bluffs-3 Pts.Low income families residing within the city limits of Council Bluffs -2 Pts.
  • Near elderly families residing within the city limits of Council Bluffs -4 Pts.
  • Families displaced by natural disaster such as fire, earthquake, flood, etc., causing the unit to be uninhabitable-1 Pt.
  • Families displaced by government action or code enforcement or problems with contract renewals at other HUD subsidized projects-1 Pt.
  • Victims of domestic abuse only so long as the abusing family member is not included in the family-1 Pt.
  • Low income families living outside the city limits of Council Bluffs-1 Pt. Near elderly families living outside the city limits of Council Bluffs-1 Pt. Elderly and disabled families living outside the city limits of Council Bluffs-1 Pt.

Selected applicants were placed on the waiting list by date and time the application is received, weighed by order of preferences.

Open Until Further Notice: Council Bluffs, Iowa Section 8 Housing Choice Voucher Waiting List

This waiting list is for Section 8 Housing Choice Voucher rental housing assistance in Council Bluffs, Iowa.

The Municipal Housing Agency of Council Bluffs (MHACB) Section 8 Housing Choice Voucher waiting list is currently open. Applications are being accepted from December 18, 2020 at 9:00 am CT, until further notice.

There are two ways to apply during the opening period:

  1. Complete the online application available here.
  2. Pick up an application from the MHACB, located at 300 West Broadway, Suite 38 Council Bluffs, Iowa 51503.

Once the application has been completed, it must be returned to the MHACB at the address mentioned above.

This waiting list has the following preferences:

  • Local residency preference for those living in the jurisdiction of the PHA (Council Bluffs, Iowa) at the time of the application (10 points).
  • Families that include a person with disabilities, but not persons with a specific disability (9 points).
  • Applicant families whose head of household, or spouse is employed or has a bona fide offer for employment, must work at least 20 hours per week at minimum wage (this preference will not be based on the amount of earned income and the PHA may not prefer higher income families over families with lower oncomes to occupy a development or unit except to the extent that the PHA has identified the need to implement economic de-concentration and income targeting) (8 points).
  • Families whose head of household or spouse is sixty-two (62) years of age or disabled automatically receive the maximum level of local preference (8 points).
  • Paying more than fifty percent(50%) of family income for rent (Rent Burden) (7 points).
  • Single persons who are elderly, displaced, homeless, or persons with disabilities over other single persons (6 points).
  • Victims of domestic violence (5 points).
  • Involuntary displacement (4 points).

Selected applicants will be placed on the waiting list by date and time the application is received, weighed by order of preferences.
