How To Apply to the Waiting List

The Housing Authority of New Orleans (HANO) Section 8 Housing Choice Voucher waiting list is currently open on a limited basis. Applications are being accepted from July 15, 2020, until further notice. Applications were last accepted from February 29, 2016, until March 4, 2016.

Please note: According to HANO, this waiting list is "for individuals and families who are homeless or at risk of becoming homeless and are referred by UNITY of Greater New Orleans jointly with the City of New Orleans, UNITY of Greater New Orleans, or by the New Orleans Family Justice Center. Please note that only pre-applications from families who are referred jointly by UNITY of Greater New Orleans and the City of New Orleans, UNITY of Greater New Orleans, or the New Orleans Family Justice Center will be accepted.

Who is Eligible?

  • The individual or family must be homeless or at risk of becoming homeless and referred by a partnering homeless service provider as outlined below:
    • Referred jointly by the City of New Orleans and UNITY of Greater New Orleans and are:
      • Individuals and families who the City of New Orleans identified and provided temporary housing in hotels as part of its emergency response to the COVID-19 health crisis;
      • Unsheltered individuals and families who have been determined to be at risk during the pandemic;
      • Individuals and families currently living in temporary shelters within Orleans Parish or within shelters of another parish, but who are working in or have been hired to work in Orleans Parish.
    • Referred by UNITY of Greater New Orleans and are chronically homeless or homeless families.
    • Referred by UNITY of Greater New Orleans and are Moving On from Permanent Supportive Housing or Rapid Rehousing programs.
    • Referred by the New Orleans Family Justice Center and survivors of domestic violence, dating violence, stalking, or sexual assault and are homeless or at risk of becoming homeless
    • Eligibility is based on household income, citizenship, and the ability of the family to meet screening requirements.
    • HANO does not discriminate on the basis of race, color, religion, national origin, sex, age, familial status or disability."

To apply during the opening period, HNAO must receive a referral from UNITY of Greater New Orleans in conjunction with the City of New Orleans (if applicable), or from the New Orleans Family Justice Center. A pre-application with basic household information will be included with the referral.

Applicants with disabilities or who do not speak English, and need assistance with applying can contact the HANO Admissions Department at at (504) 670-3284.

This waiting list has the following preferences:

  • Homeless
  • Disabled
  • Victims of Domestic Violence
  • Non-Elderly Persons with Disabilities
    HANO will provide a local preference for up to 99 non-elderly persons with disabilities who are:
    • Transitioning out of institutional and segregated settings;
    • At serious risk of institutionalization;
    • Homeless; or
    • At risk of becoming homeless; or
    • Graduating from Permanent Supportive Housing or Rapid Re-Housing programs and are Moving On.

Selected applicants will be placed on the waiting list by date and time the application is received, weighed by order of preferences.

Household Characteristics of Voucher Holders for Housing Authority of New Orleans

Waiting List and Tenancy

According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 9% having issued approximately 2,050 vouchers in the past year. The average voucher holder has received housing benefits for 6 years and 6 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of 72 months on the waiting list1.

Income Characteristics

According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 2.4 persons and has a household income of $12,499 per year. 90% of households were very low income (VLI) and 68% were extremely low income (ELI). 35% of households had wages as a major source of income, 0% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 61% of households had other income (Social Security, Disability or Pension) as their major source of income.

Heads of Household Characteristics

1% of households were headed by a person 24 years old or less, 62% were headed by a person 25 to 49 years old, 21% were headed by a person 51 to 60 years old, and 16% were headed by a person 62 years old or older. In addition, 1% of households were headed by a person 85 years old or older.

51% of households included children, 1% of which had two adults in the household. 49% of households with children have a female head of household. 84% of all households were headed by a female.

99% of all voucher households were headed by minorities with 95% of all heads of households being Black and 3% being Hispanic.

Of all households participating in the Housing Authority of New Orleans Housing Choice Voucher program, 20% include at least one person with a disability. 27% of households with a head of household 61 years or less were headed by a person with a disability. 74% of households headed by someone 62 or older were headed by a person with a disability.

Bedroom Size and Overhousing

19% of voucher holders reside in a home with zero or 1 bedroom, 37% with 2 bedrooms and 44% with 3 or more bedrooms. 30% of voucher recipients are considered overhoused, meaning they occupy a rental unit larger than their family size requires.

Rent, Assistance, and Utility Allowances

The average monthly tenant contribution to rent by Housing Authority of New Orleans voucher holders in 2016 was $343 and the average monthly HUD expenditure per voucher holder was $810. The average utility allowance across all voucher recipients is $154.
