The Johnson City Housing Authority (JCHA) Section 8 Project Based Voucher waiting list for 0-5 Bedroom units at Pinecrest Apartments is currently open, since at least April, 2019, until further notice.

To apply, visit the JCHA to pick up an application, located at 901 Pardee Street, Johnson City, Tennessee 37605, Monday through Thursday from 7:00 am until 4:30 pm, and Friday from 7:00 am to 11:00 am ET.  

Once the application has been completed, it must be hand delivered to the address listed above, Monday through Thursday from 9:00 am until 12:00 pm.

The following documents are required with the application: Photo IDs for all adult household members, Social Security Cards and birth certificates for all household members, proof of all income, bank statements, proof of marital status, contact information for current and previous landlords, and medical expense report for elderly or disabled family members.

This waiting list has no preferences.

Selected applicants will be placed on the waiting list by date and time of application.

IMPORTANT: This is not the Section 8 Housing Choice Voucher program. Section 8 Project-Based Voucher tenants are required to live in a specific apartment community or scattered site. After one year of occupancy, a Project-Based Voucher tenant may request to be placed on a waiting list to receive the next available Housing Choice Voucher or similar tenant-based rental assistance.

The Johnson City Housing Authority (JCHA) Section 8 Housing Choice Voucher waiting list is currently closed. It was last open from November, 2018 until April, 2019. There is no notice of when this waiting list will reopen.

To apply during the opening period, applicants were required to complete the online application.

This waiting list had the following preferences: Elderly, Disabled, Working Families, Victim of Domestic Violence, Displaced by Government Action, Displaced by Natural Disaster.

Selected applicants were placed on the waiting list by date and time of application, by order of preferences.

Closed: Public Housing Waiting List

The Johnson City Housing Authority (JCHA) is currently accepting Public Housing waiting list pre-applications for families and senior/disabled individuals.

 

The JCHA offers two Public Housing communities with 747 units for families and senior/disabled individuals.

 

There are two ways to apply:

  1. Visit the JCHA to pick up a pre-application, located at 901 Pardee St., Johnson City, TN 37605, from 9:00 am until 4:00 pm EDT, Monday-Thursday.
  2. Download the pre-application here, then print and complete.

Once the pre-application has been completed, it must be hand delivered to the address listed above, from 9:00 am until 12:00 pm, Monday-Thursday.

 

Be sure to include these documents with your application: Photo IDs for all adult household members, Social Security Cards, birth certificates, proof of all income, bank statements, proof of marital status, contact information for current and previous landlords, and medical expense report for elderly or disabled family members.

 

The JCHA does have a preference point system that may improve your spot on the waiting list: displaced by government action, elderly, disabled, working families, students, or victim of domestic violence.

Waiting List and Tenancy

According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 21% having issued approximately 29 vouchers in the past year. The average voucher holder has received housing benefits for 5 years and 5 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of 12 months on the waiting list1.

Income Characteristics

According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 2.1 persons and has a household income of $10,982 per year. 93% of households were very low income (VLI) and 59% were extremely low income (ELI). 22% of households had wages as a major source of income, 1% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 70% of households had other income (Social Security, Disability or Pension) as their major source of income.

Heads of Household Characteristics

3% of households were headed by a person 24 years old or less, 52% were headed by a person 25 to 49 years old, 26% were headed by a person 51 to 60 years old, and 19% were headed by a person 62 years old or older. In addition, -1% of households were headed by a person 85 years old or older.

44% of households included children, 3% of which had two adults in the household. 39% of households with children have a female head of household. 70% of all households were headed by a female.

25% of all voucher households were headed by minorities with 23% of all heads of households being Black and 1% being Hispanic.

Of all households participating in the Johnson City Housing Authority Housing Choice Voucher program, 22% include at least one person with a disability. 40% of households with a head of household 61 years or less were headed by a person with a disability. 48% of households headed by someone 62 or older were headed by a person with a disability.

Bedroom Size and Overhousing

29% of voucher holders reside in a home with zero or 1 bedroom, 39% with 2 bedrooms and 31% with 3 or more bedrooms. 24% of voucher recipients are considered overhoused, meaning they occupy a rental unit larger than their family size requires.

Rent, Assistance, and Utility Allowances

The average monthly tenant contribution to rent by Johnson City Housing Authority voucher holders in 2016 was $281 and the average monthly HUD expenditure per voucher holder was $517. The average utility allowance across all voucher recipients is $117.
