How To Apply to the Housing Choice Voucher Waiting List

The Charleston-Kanawha Housing Authority (CKHA) Section 8 Housing Choice Voucher waiting list is currently open. Pre-applications are being accepted from September 9, 2019 at 9:00 am ET, until further notice.

There are two ways to apply during the opening period:

  1. Complete the online pre-application here. After applying, the required documentation listed below must be submitted to the CKHA within 10 business days.
  2. Open and print the paper pre-application online here. Paper pre-applications will be available until March 31, 2020.

According to the CKHA, the following documentation is required:

  • "A current mailing address
  • Photo IDs for every household member 18 or older
  • Birth certificates for every household member
  • Social Security cards for every household member
  • Proof of Income - 2 consecutive pay stubs or SSA benefits statement"

Once the paper application and required documentation has been completed, they must be either:

  1. Mailed to the CKHA, 1525 Washington Street, Charleston, WV 25387, ATTN: Applications.
  2. Hand delivered to the CKHA at the address above.
  3. Emailed to applications@ckha.com.

This waiting list has the following preferences:

  • Working Preference:
    • A preference is give to families where the head, spouse, or sole member is employed at least 20 hours per week, or where the head of household, co-head or spouse has a disability or is elderly (62 or older). Families who qualify for a preference move up the wait list faster than other families.
  • Residency Preference:
    • A preference is given to families who live, work or have been hired to work in Kanawha, Clay, or Putnam counties. 
  • Non-elderly Disabled:
    • Non-elderly persons with disabilities transitioning out of institutional and other segregated settings, at serious risk of institutionalization, homeless, or at risk of becoming homeless.

Selected applicants will be placed on the waiting list by date and time the application is received, weighed by order of preferences.

Please note: According to the CKHA, "CKHA has the following affordable housing properties for rent. Tenants receive subsidy through the Project-Based Voucher (PBV) Housing Choice Voucher (HCV) Program.

IMPORTANT: This is not the Section 8 Housing Choice Voucher program. Section 8 Project-Based Voucher tenants are required to live in a specific apartment community or scattered site. After one year of occupancy, a Project-Based Voucher tenant may request to be placed on a waiting list to receive the next available Housing Choice Voucher or similar tenant-based rental assistance.

Please note: According to the CKHA, "The Public Housing units are owend by CKHA and are located in Charleston, Dunbar, and Rand. Unit sizes range from studio to six-bedroom apartments."

      • Federal, State, or local government action related to code enforcement, public improvement or development.

Selected applicants will be placed on the waiting list by date and time the application is received, weighed by order of preferences.

Household Characteristics of Voucher Holders for Charleston-Kanawha Housing Authority

Waiting List and Tenancy

According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 16% having issued approximately 186 vouchers in the past year. The average voucher holder has received housing benefits for 5 years and 10 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of 7 months on the waiting list1.

Income Characteristics

According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 2.1 persons and has a household income of $11,093 per year. 95% of households were very low income (VLI) and 70% were extremely low income (ELI). 28% of households had wages as a major source of income, 2% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 59% of households had other income (Social Security, Disability or Pension) as their major source of income.

Heads of Household Characteristics

7% of households were headed by a person 24 years old or less, 53% were headed by a person 25 to 49 years old, 24% were headed by a person 51 to 60 years old, and 16% were headed by a person 62 years old or older. In addition, 0% of households were headed by a person 85 years old or older.

47% of households included children, 3% of which had two adults in the household. 42% of households with children have a female head of household. 79% of all households were headed by a female.

28% of all voucher households were headed by minorities with 27% of all heads of households being Black and 0% being Hispanic.

Of all households participating in the Charleston-Kanawha Housing Authority Housing Choice Voucher program, 21% include at least one person with a disability. 39% of households with a head of household 61 years or less were headed by a person with a disability. 54% of households headed by someone 62 or older were headed by a person with a disability.

Bedroom Size and Overhousing

24% of voucher holders reside in a home with zero or 1 bedroom, 44% with 2 bedrooms and 32% with 3 or more bedrooms. 26% of voucher recipients are considered overhoused, meaning they occupy a rental unit larger than their family size requires.

Rent, Assistance, and Utility Allowances

The average monthly tenant contribution to rent by Charleston-Kanawha Housing Authority voucher holders in 2016 was $293 and the average monthly HUD expenditure per voucher holder was $593. The average utility allowance across all voucher recipients is $178.
