Eden Housing proposes to build an affordable housing development on a 2.27 acre vacant site located at 806 Diablo Avenue between Novato Boulevard and Center Road. The project site is surrounded by condominium complexes to the north, east, and southeast; to the south is a 7-Eleven convenience store; to the west across Diablo Avenue are affordable family apartment homes. Warner Creek Senior Housing will consist of 61 units, 60 one bedroom units for very low to extremely low income seniors, and an on-site managers unit. The apartments will be available to seniors, aged 62 and older, who earn less than 50% of Area Median Income. The Warner Creek Senior Housing Project will help to meet the needs of low income seniors in Novato with safe, attractive, and affordable homes and on-site services that will help these individuals thrive. The project will be developed on a quintessential infill site, located near the downtown area, and close to transportation, services, and community amenities.
The project will be a U-shaped building with a central courtyard, Type V construction, and primarily three stories with a lower two story element stepping down on the Diablo Avenue frontage. Vehicular access will be off of Diablo Avenue on the southern side of the project, leading directly into a surface parking lot; the lot creates a buffer between the project and the surrounding housing complexes. The main entry, off of the parking lot, will feature a two story lobby space with offices and community space at the corner. The community space will include a community room and space for on-site resident service programs. The development will also include landscaped courtyards, a raised outdoor patio, and resident community gardens. The architecture and interiors will be designed in such a way to provide a stimulating, spacious, and inviting environment for the seniors as they age in place.
Because Warner Creek Senior Housing participates in HUD's HOME program for rental housing and the LIHTC program, at least some of the units in this property are set aside for households earning 60% or less of the AMI and rents are capped at the local FMR and in many cases much lower. For a HOME project of this size, some of the units are set aside for households at or below 50% AMI with a corresponding lower rent cap. As this property appears not to have a project-based subsidy or any other Federal assistance, you likely will have to pay your own rent, albeit, at a lower rent amount thanks to the HOME and LIHTC programs. Since this property participates in the HOME and LIHTC programs, the property is required to accept Section 8 Housing Choice Vouchers.
