Rental Assistance Demonstration (RAD) Waiting List
The Housing Authority of the City of Evansville (HACE) is accepting Rental Assistance Demonstration (RAD) Project Based Voucher waiting list applications for Multiple Properties from the earliest confirmed open date of July 1, 2022, until further notice.
This waiting list is for the following properties:
Please note: According to the HACE application "Applications will be placed on the appropriate bedroom size waiting list based on family composition and date/time of application. There are no longer separate waiting lists for each site. Applicants will have a right to refuse a unit at a site and wait for a different site to become available up to three times. After the third refusal the applicant must reapply to the waiting list."

Fulton Square Apartments are home to a tight-knit community of friends and families. The apartment complex is conveniently located within walking distance to most necessities, including Cedar Hall Elementary School, Asbury United Methodist Church, and several shopping locations. There are also more than five bus stops in the immediate area for easy access to public transportation.
The community is family-oriented, and Fulton Square Apartments reflects those values with the inclusion of a Boys & Girls Club and a daycare center within the complex. There’s also flower and vegetable gardens, a playground, and two community gazebos for residents to enjoy together. Resident safety is regarded with a high level of importance, as a police liaison officer patrols the area regularly, and the manager’s office is on-site.
Fulton Square Apartments offers income-based housing units, all of which come with appliances including central heating and air conditioning. Phone, cable television, and internet services are available through Insight Communications, and meal services are available through SWIRCA.
There are 110 family units, each with 2-4 bedrooms. All family units also have washer and dryer hookups. There are also 82 efficiency and 1 bedroom units with access to 4 laundry facilities.
This LIHTC property is among the most common types of affordable rental housing in the United States. The LIHTC program only provides subsidies to the building’s owner at construction. No subsidies are provided directly to the residents, but the owner must set rents affordable to low-income renters in the area. Our data suggests Fulton Square does not participate in any project-based rent subsidy program. This means you must earn enough to pay the full rent or have your own Section 8 Housing Choice Voucher. For that reason, LIHTC properties tend to have shorter waiting lists or even none at all. LIHTC properties nationwide are required to accept housing vouchers. LIHTC properties were first built in the late 1980's. Because they tend to be newer, these properties are more likely to have larger units, more amenities, and greater tenant service offerings than other affordable housing programs. Since this property participates in the LIHTC program, the property is required to accept Section 8 Housing Choice Vouchers. Since the property also utilizes a FHA insured private mortgage, the property is subject to Federal physical condition requirements and REAC inspections. As a LIHTC property that chose the 40/60 election, this property has agreed to set aside at least 40% of its units for families and individuals earning 60% of Area Median Income (AMI). Many properties have actually set aside more units than required by law, and in many cases all of the units at these properties are affordable to renters with lower incomes.
