The Topeka Housing Authority (THA) waiting list for Public Housing apartments is currently open. Pre-applications are being accepted since at least March 2020, until further notice.
There are two ways to apply during the opening period:

Preferences have not yet been confirmed.
It is not known how applicants will be placed on the waiting list.

Jackson Towers at 1122 SW Jackson offers 102 one and two bedroom apartments in a high rise building in downtown Topeka one block south of the State Capitol grounds. The facility features secure entry, off-street parking, great views, and on-site laundry facilities. Across the street is the Kansas Judicial Center (home of the Kansas Supreme Court) and just to the north one block, the State Capitol.
Jackson Towers has a distinctive urban, metropolitan feel. Many residents choose this site because it is in the heart of an active downtown area. There are fast-food restaurants close by and free entertainment and cultural activities within a few blocks.
Jackson Towers Resident Association is one of the most active. In addition to monthly business meetings, they host a variety of dinners, social activities, and educational events.
This property is funded through HUD’s Public Housing program. These properties are typically owned and managed by a Public Housing Authority. These properties tend to be much older, as no new public housing has been built in many years. Since the Federal budget has historically (and notoriously) underfunded public housing renovations for decades, these properties tend to have higher vacancies due to uninhabitable units or liveable units that are in poor condition. In addition, since all public housing properties offer rent subsidies, low-income residents only pay rent based on their incomes. For that reason, these properties tend to have longer waiting lists. Since Jackson Towers participates in the Public Housing program and has a property based subsidy, if you have a Section 8 voucher, you would have to give up your voucher to move in.
