Hubert Apartments a 70-unit mixed-occupancy, high-rise public housing development that is owned and managed by Reading Housing Authority (RHA), and reserved for families in which the Head of Household is age 62 or above, or a person with a disability.  The property offers efficiency (0) and 1-bedroom apartments.  Apartments are modern, and include a stove and refrigerator.  Residents are permitted to have their own air conditioners installed by RHA for an initial and ongoing fee.

This highrise is centrally located in the center of the City of Reading, which allows for immediate access to public transportation, healthcare and recreation.  In the first-floor community space, residents enjoy access to a big-screen TV, library, Wellness Program and range of social service activities hosted by community partners.  Many Hubert  Apartments residents receive assistance with a range of health, education, social and economic opportunities from the RHA Department of Resident Services in order to maintain optimal independence and self-sufficiency.

Residents’ rent is typically equal to 30% of the household’s adjusted annual income, and includes water, sewer, trash, and utilities.  The property offers on-site laundry facilities and enhanced security features.  Small pets are permitted in accordance with the RHA Pet Policy.

Parking is available on adjacent City of Reading streets and on a limited, assigned basis in a small parking lot.  It is important to note that parking is not a fundamental service of the RHA public housing program.   Parking lots are patrolled by an outside contractor.

Hubert Apartments has 4 units that are fully equipped for persons with disabilities, in accordance with the Uniform Federal Accessibility Standards.  Units are accessible by elevator, permitting access to persons with mobility issues.  Reading Housing Authority is committed to ensuring equal access to persons with disabilities, and as such, will consider modifications to its properties under the Reasonable Accommodation Policy.

Dave's Thoughts On Samuel G. Hubert Apartments

This property is funded through HUD’s Public Housing program. These properties are typically owned and managed by a Public Housing Authority. These properties tend to be much older, as no new public housing has been built in many years. Since the Federal budget has historically (and notoriously) underfunded public housing renovations for decades, these properties tend to have higher vacancies due to uninhabitable units or liveable units that are in poor condition. In addition, since all public housing properties offer rent subsidies, low-income residents only pay rent based on their incomes. For that reason, these properties tend to have longer waiting lists. Check our public housing waiting list data for more information. Since Samuel G. Hubert Apartments participates in the Public Housing program and has a property based subsidy, if you have a Section 8 voucher, you would have to give up your voucher to move in.
