The Portsmouth Redevelopment and Housing Authority (PRHA) waiting list for 2 and 4-Bedroom Public Housing apartments at Swanson Homes is currently closed. Applications were last accepted from January 29, 2020, until January 30, 2020. There is no notice of when this waiting list will reopen.
To apply during the opening period, applicants were required to complete the online application.
The maximum income limits for each household size were as follows: 1 Person $44,450; 2 Persons $50,800; 3 Persons $57,150; 4 Persons $63,450; 5 Persons $68,550; 6 Persons $73,650; 7 Persons $78,700; 8 or More Persons $83,800.
This waiting list had the following preferences: PRHA HCV participants terminated due to insufficient funding, veterans, applicants involuntarily displaced by government action in Portsmouth, applicants living, working, graduate or participant of education or training program in the City of Portsmouth, elderly and/or disabled families and homelessness.
150 applicants were placed on the waiting list by random lottery, weighed by order of preferences.

Swanson Homes is comprised of 210 family units in 31 buildings and the development was completed April 1, 1941. The development has 64 one-bedroom, 86 two-bedroom, 52 three-bedroom and 8 four-bedroom units.
This property is funded through HUD’s Public Housing program. These properties are typically owned and managed by a Public Housing Authority. These properties tend to be much older, as no new public housing has been built in many years. Since the Federal budget has historically (and notoriously) underfunded public housing renovations for decades, these properties tend to have higher vacancies due to uninhabitable units or liveable units that are in poor condition. In addition, since all public housing properties offer rent subsidies, low-income residents only pay rent based on their incomes. For that reason, these properties tend to have longer waiting lists.
