How To Apply to the Housing Choice Voucher Waiting List

The Neighborhood Foundations (NF) Section 8 Housing Choice Voucher waiting list is currently open. This waiting list opened on September 11, 2017 at 8:30 am ET, and is open indefinitely. It was last open in 2015.

Newport, KY is fewer than two miles away from Cincinnati, OH.

To apply, pick up an application at the NF office, located at 30 East 8th Street, 2nd Floor, Newport, KY 41071, from 8:30 am until 4:00 pm, Monday-Friday.

Once the application has been completed, it must be dropped off to the NF office at the address above, from 8: 30 am until 4:00 pm, on on Tuesdays and Thursdays only.

This waiting list has the following preferences: Live or work in Bellvue; Ft. Thomas or Newport; work 20+ hours per week or full time student, elderly or disabled; does not currently receive housing assistance from the Neighborhood Foundations; does not currently receive housing assistance from Neighborhood Foundations or from Campbell County; does not currently receive housing assistance from any agency.

Selected applicants will be placed on the waiting list by date and time the application has been received, by order of preferences.

How To Apply to the Public Housing Waiting List

Neighborhood Foundations (NF) is currently accepting Public Housing waiting list pre-applications for families and senior/disabled households.

NF offers seven Public Housing communities with 480 units for families and senior/disabled households, ranging in size from 1 to 4 bedrooms.

To apply, visit NF to pick up a pre-application, located at 30 East 8th Street, Newport, Kentucky 41071, from 8:00 am until 4:00 pm ET, Monday-Friday.

Once the pre-application has been completed, it must be hand delivered to the address listed above, from 8:30 am until 3:00 pm on Tuesdays and Thursdays.

Be sure to include these documents with the pre-application: Social Security Cards and birth certificates for all household members, and photo IDs for all adult household members.

No preferences were noted.

Household Characteristics of Voucher Holders for Neighborhood Foundations

Waiting List and Tenancy

According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 16% having issued approximately 33 vouchers in the past year. The average voucher holder has received housing benefits for 5 years and 7 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of 10 months on the waiting list1.

Income Characteristics

According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 2.1 persons and has a household income of $10,908 per year. 98% of households were very low income (VLI) and 81% were extremely low income (ELI). 22% of households had wages as a major source of income, 3% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 65% of households had other income (Social Security, Disability or Pension) as their major source of income.

Heads of Household Characteristics

8% of households were headed by a person 24 years old or less, 41% were headed by a person 25 to 49 years old, 23% were headed by a person 51 to 60 years old, and 28% were headed by a person 62 years old or older. In addition, 2% of households were headed by a person 85 years old or older.

42% of households included children, 4% of which had two adults in the household. 38% of households with children have a female head of household. 75% of all households were headed by a female.

28% of all voucher households were headed by minorities with 27% of all heads of households being Black and -1% being Hispanic.

Of all households participating in the Neighborhood Foundations Housing Choice Voucher program, 29% include at least one person with a disability. 42% of households with a head of household 61 years or less were headed by a person with a disability. 91% of households headed by someone 62 or older were headed by a person with a disability.

Bedroom Size and Overhousing

46% of voucher holders reside in a home with zero or 1 bedroom, 31% with 2 bedrooms and 23% with 3 or more bedrooms. 10% of voucher recipients are considered overhoused, meaning they occupy a rental unit larger than their family size requires.

Rent, Assistance, and Utility Allowances

The average monthly tenant contribution to rent by Neighborhood Foundations voucher holders in 2016 was $255 and the average monthly HUD expenditure per voucher holder was $564. The average utility allowance across all voucher recipients is $121.
