The Crossville Housing Authority (CHA) Cumberland County Section 8 Housing Choice Voucher waiting list is currently open. Applications are being accepted since at least July, 2019, until further notice.

There are two ways to apply during the opening period:

  1. Open and print the application online here. Select the button on the right side of the page that states, "Click Here To Download Application."
  2. Visit the CHA to pick up an application, located at 67 Irwin Ave, Crossville, TN 38555.
  3. Request a application via mail by calling (931) 484-2990.

Once the application has been completed, call the CHA to schedule an interview at (931) 484-2990.

This waiting list has the following preferences:

  • A person who is living in sub-standard housing.
  • A person who is involuntarily displaced. This includes: 
    • People who are homeless due to fire, flood, government action or action by
      housing owner, other than non-payment of rent. A person renting from or living
      with a relative is not eligible for a preference.
    • People who have lived in a shelter (for 30 consecutive days for Public Housing)
    • An applicant who is displaced by inaccessibility of unit due to a mobility or
      impairment that makes the person unable to use critical elements of the unit.

Open: 2 and 3-Bedroom Public Housing

The Crossville Housing Authority (CHA) 2 and 3-Bedroom Public Housing waiting list is currently open. Applications are being accepted since at least July, 2019 until further notice.

The CHA offers three Public Housing communities with 328 units.

To apply during the opening period, complete an application at the CHA office, located at 67 Irwin Ave., Crossville, TN 38555; Mondays from 8:00 am until 4:00 pm CDT, and Tuesdays-Fridays from 8:00 am until 4:00 pm.

Preferences have not yet been confirmed.

It is not known how applicants will be placed on the waiting list.

According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 31% having issued approximately 11 vouchers in the past year. The average voucher holder has received housing benefits for 3 years and 9 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of 7 months on the waiting list1.

Income Characteristics

According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 1.6 persons and has a household income of $10,939 per year. 95% of households were very low income (VLI) and 51% were extremely low income (ELI). 21% of households had wages as a major source of income, 1% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 75% of households had other income (Social Security, Disability or Pension) as their major source of income.

Heads of Household Characteristics

7% of households were headed by a person 24 years old or less, 34% were headed by a person 25 to 49 years old, 27% were headed by a person 51 to 60 years old, and 33% were headed by a person 62 years old or older. In addition, 2% of households were headed by a person 85 years old or older.

28% of households included children, 2% of which had two adults in the household. 24% of households with children have a female head of household. 77% of all households were headed by a female.

3% of all voucher households were headed by minorities with 1% of all heads of households being Black and -1% being Hispanic.

Of all households participating in the Crossville Housing Authority Housing Choice Voucher program, 29% include at least one person with a disability. 54% of households with a head of household 61 years or less were headed by a person with a disability. 28% of households headed by someone 62 or older were headed by a person with a disability.
