Located in the working class, El Sereno neighborhood of Los Angeles, Cuatro Vientos, which means Four Winds, presented a unique challenge for developer East Los Angeles Community Corporation (ELACC). The property stood vacant for many years and had become an eyesore for the community.
In addition, the site was long and narrow and developed on a hillside, all which made the construction of one continuous structure near impossible. As a solution ELACC developed three separate structures providing a total of 25 units, including one, two, three and four bedrooms.
ELACC was successful in creating a home for low income families and an environment that supports a productive, healthy and fulfilling life. The location also provides families access to a thriving neighborhood with many features including a public library, a community garden, parks, schools, clinics and grocery stores.
In addition, the project received an Enterprise Green Communities Certification for its use of native landscaping, water conserving appliances and fixtures, low/no VOC paints, primers, adhesives and sealants and green label certified floor covering.
Because Cuatro Vientos Apartments participates in HUD's HOME program for rental housing and the LIHTC program, at least some of the units in this property are set aside for households earning 60% or less of the AMI and rents are capped at the local FMR and in many cases much lower. For a HOME project of this size, some of the units are set aside for households at or below 50% AMI with a corresponding lower rent cap. As this property appears not to have a project-based subsidy or any other Federal assistance, you likely will have to pay your own rent, albeit, at a lower rent amount thanks to the HOME and LIHTC programs. Since this property participates in the HOME and LIHTC programs, the property is required to accept Section 8 Housing Choice Vouchers.
