Victory Forest provides affordable senior living, conveniently located in Silver Spring, Maryland on a rolling, wooded site in the Capital View neighborhood. Offering one bedroom senior apartments for rent, your new home will be complete with a fully-equipped kitchen, a bright living room with a sliding glass door leading to a Juliet balcony, wall-to-wall carpeting, generous closet space and pull cords for medical emergencies. Handicap accessible apartment homes are also available.

Victory Forest is beautifully landscaped to blend in with the surrounding residential area and includes a terrace where residents often enjoy lounging and barbecuing. Within the building there are several amenities for the residents to enjoy, including a library, fitness center, computer lounge, hobby room, community room, dining room, and wellness center where physicians come on site for flu shots, blood pressure checks, and routine wellness visits. Bingo is a weekly main event, but there are also several other fun activities planned every month to keep our residents entertained and busy. Victory Forest is a pet-friendly community with some breed restrictions.

At Victory Forest, residents enjoy easy access to shopping, restaurants and public transportation, which is available at the front entry to the community and on Capital View. The nearby bus stop is on Capital View Blvd., providing transportation around Silver Spring, Wheaton, and the metro stations that lead residents to all that Washington DC has to offer. Major roadways Route 97 and the 495 Capital Beltway are just down the road and the Holy Cross Hospital is just 10 minutes away, where you can participate in Senior Source, a new senior center with activities, exercise classes, health seminars and more!

Rental Assistance Payments (RAP)

Since this property has received funding through the HUD Section 236 program and the Rental Assistance Program (RAP), a tenant who earns 50% of the Area Median Income (AMI) or less qualifies for rental assistance. The rental assistance limits the tenant rent contribution to the greater of 10% of their gross income, 20% of their adjusted income, or a designated portion of welfare assistance. If a tenant's income is above the 50% AMI level, they may still qualify to live here but not benefit from the rent subsidy.

Low-Income Housing Tax Credit (LIHTC)

Since this property has received funding in part through the Low Income Housing Tax Credit (LIHTC) program, a certain number of units are set aside for lower income households. Households must earn either less than 50% or 60% of the area median income (depending on the set-aside option chosen by the property owner) to qualify for these units. Rents in these units are capped at a maximum of 30% of the set-aside area median income (adjusted for unit size). Some rental units in this property may not be subject to LIHTC and therefore have higher rents and no maximum household income requirement.

Section 8 Project-Based Rental Assistance

Since this property has a Project-Based Section 8 contract with HUD, some or all of the rents at this community are based on tenant incomes. Section 8 Project-Based Rental Assistance tenants will make a monthly contribution toward rent equal to 30% of their adjusted income. There is a minimum tenant contribution of $25 for all rents at this property regardless of tenant income.

Victory Forest was built in part with financing obtained through the Low Income Housing Tax Credit (LIHTC) program and receives rental subsidies through HUD-Assisted Housing. These programs have different income limits that can lead to apartments in the same property having different income requirements.

You can make up to 80% of the Area Median Income (AMI) and be eligible for a HUD-Assisted Housing unit. However, you can earn at most 60% of AMI to be eligible for a LIHTC property and many units may be set aside for those with the lowest incomes (down to 15% of AMI). LIHTC properties may also contain some market rate units.

Since Victory Forest has both programs, the most restrictive of the income limits will apply for each unit. If the entire property is funded by LIHTC, the LIHTC income limit of 60% AMI would be used for all units. Apartments in properties with some units not funded by the LIHTC, but receiving Section 8 assistance, would be open to households making up to 80% AMI. Market rate units would have no subsidies or income restrictions.
