Grandy Village Revitalization Low Income Housing Tax Credit Waiting List

The Norfolk Redevelopment and Housing Authority (NRHA) last accepted Low-Income Housing Tax Credit/Section 8 Project-Based Voucher waiting list applications for 4-Bedroom apartments at Grandy Village Revitalization from February 20, 2024, until March 19, 2024. There is no notice when this waiting list will reopen.

Please note: According to the NRHA, "Additional eligibility criteria:

Employed for past six months and working at least 15 hours per week (unless elderly or disabled household or the primary caretaker of a blind person or a disabled person as defined by the Social Security Act).
Any household member who is 16 years of age and older and not attending school full time shall be employed at minimum 20 hours per week and involved in a job training or vocational program."

There were two ways to apply while the waitlist was open:

Complete the online application.
Print the paper application that was available on the NRHA website.

Once the paper application was completed, it was to be either:

Mailed to the Norfolk Redevelopment and Housing Authority, Attention: Occupancy Department.
Hand delivered to the NRHA office.

This waiting list has the following preferences:

Residents of Norfolk
- includes families employed in Norfolk, seniors, and those with disabilities (20 points)
Working
- includes head of household or spouse or sole member who is age 62 or older or is a person with disabilities or where the head of the household is the primary caregiver for a household member with a disability. Minimum 15 work hours per week for non-elderly and applicants without disabilities. (10 points)
Veterans (5 points)

This LIHTC property is among the most common types of affordable rental housing in the United States. The LIHTC program only provides subsidies to the building’s owner at construction. No subsidies are provided directly to the residents, but the owner must set rents affordable to low-income renters in the area. Our data suggests Grandy Village does not participate in any project-based rent subsidy program. This means you must earn enough to pay the full rent or have your own Section 8 Housing Choice Voucher. For that reason, LIHTC properties tend to have shorter waiting lists or even none at all. LIHTC properties nationwide are required to accept housing vouchers. LIHTC properties were first built in the late 1980's. Because they tend to be newer, these properties are more likely to have larger units, more amenities, and greater tenant service offerings than other affordable housing programs. This property might be right for you if you have a housing voucher or enough income to pay rent, are looking for a high quality property, or need immediate availability. Since this property participates in the LIHTC program, the property is required to accept Section 8 Housing Choice Vouchers. As a LIHTC property that chose the 40/60 election, this property has agreed to set aside at least 40% of its units for families and individuals earning 60% of Area Median Income (AMI). Many properties have actually set aside more units than required by law, and in many cases all of the units at these properties are affordable to renters with lower incomes. Since this property participates in the LIHTC program, the property is required to accept Section 8 Housing Choice Vouchers.
