The Town of South Hill has announced the planned repurposing and reconstruction of the John H. Groom School located at 1050 Plank Rd. in South Hill, VA.
In August 2018 Groom School Apartments, LLC, owned by Landmark Development Group finalized the purchase of the Groom School, which sat vacant since its closure in 2005, from Mecklenburg County.
After years of analysis, planning, and preparation, Landmark is moving forward with plans to renovate the existing structure as well as adding new facilities for approximately 54 multifamily dwellings. Environmental abatement is underway, and the erosion control and site work will soon begin.
Because Groom School Apartments participates in HUD's HOME program for rental housing and the LIHTC program, at least some of the units in this property are set aside for households earning 60% or less of the AMI and rents are capped at the local FMR and in many cases much lower. For a HOME project of this size, some of the units are set aside for households at or below 50% AMI with a corresponding lower rent cap. As this property appears not to have a project-based subsidy or any other Federal assistance, you likely will have to pay your own rent, albeit, at a lower rent amount thanks to the HOME and LIHTC programs.
