HUD's major program for assisting low-income households to afford housing in the private market. Section 8 Housing Choice Vouchers allow low-income households to lease apartments in the private rental market. The tenant pays 30% of monthly income for rent. The public housing authority pays the landlord the remainder, up to the area's Fair Market Rent (FMR). This is called the Housing Assistance Payment, or HAP.
