How To Apply to the Housing Choice Voucher Waiting List

  1. Complete the online application at https://boulderhousing.org/hcv-lottery-2019. 
  2. Submit your application between June 18th, 2019 at 09:00 AM MDT and June 20th, 2019 at 04:00 PM MDT
  3. Check if you qualify for the following preferences: Elderly;  Live, Work, or Attend School Locally;  Homeless;  Disabled;  Families with Children;  Terminated from Assistance Due to Lack of Funding
  4. Check your status on the waiting list. After preferences, applications will be ordered by random lottery. Boulder Housing Partners allows applicants to check their status by phone at (720) 564-4627

Waiting List Details

The Boulder Housing Partners (BHP) Section 8 Housing Choice Voucher waiting list is opening soon, from June 18, 2019 at 9:00 a.m., until June 20, 2019 at 4:00 p.m. MT.  It was last open for three days in September, 2018. Before that, it was open for three days in March, 2016, and for three days in February, 2015.

Please note: BHA jurisdiction has expanded from the city limits of Boulder and now includes all of Boulder County, Colorado.

To apply during the opening period, complete the online application that will be available on the BHA website here.

This waiting list has the following preferences: Terminated from HCV program due to insufficient funding; Elderly single-person households who live, work, are homeless and receiving services, or has immediate family members in Boulder County; Disabled single-person households who live, work, are homeless and receiving services, or has immediate family members in Boulder County; families with dependent children who live, work, are homeless and receiving services, or has immediate family members in Boulder County. Selected applicants will be placed on the waiting list by random lottery, by order of preferences.

Household Characteristics of Voucher Holders for Boulder Housing Partners

Waiting List and Tenancy

According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 12% having issued approximately 95 vouchers in the past year. The average voucher holder has received housing benefits for 6 years0 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of -1 months on the waiting list1.

Income Characteristics

According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 2.1 persons and has a household income of $16,175 per year. 99% of households were very low income (VLI) and 84% were extremely low income (ELI). 36% of households had wages as a major source of income, 5% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 58% of households had other income (Social Security, Disability or Pension) as their major source of income.

Heads of Household Characteristics

3% of households were headed by a person 24 years old or less, 43% were headed by a person 25 to 49 years old, 21% were headed by a person 51 to 60 years old, and 34% were headed by a person 62 years old or older. In addition, 2% of households were headed by a person 85 years old or older.

36% of households included children, 10% of which had two adults in the household. 28% of households with children have a female head of household. 65% of all households were headed by a female.

32% of all voucher households were headed by minorities with 3% of all heads of households being Black and 0% being Hispanic.

Of all households participating in the Boulder Housing Partners Housing Choice Voucher program, 24% include at least one person with a disability. 45% of households with a head of household 61 years or less were headed by a person with a disability. 49% of households headed by someone 62 or older were headed by a person with a disability.

Bedroom Size and Overhousing

46% of voucher holders reside in a home with zero or 1 bedroom, 35% with 2 bedrooms and 18% with 3 or more bedrooms. 12% of voucher recipients are considered overhoused, meaning they occupy a rental unit larger than their family size requires.

Rent, Assistance, and Utility Allowances

The average monthly tenant contribution to rent by Boulder Housing Partners voucher holders in 2016 was $431 and the average monthly HUD expenditure per voucher holder was $705. The average utility allowance across all voucher recipients is $82.
