The housing authority states on its web page that each applicant has a 6% chance of being chosen for the lottery.

Dave Layfield, Founder of Affordable Housing Online said "The Denver Housing Authority manages its Housing Choice Voucher waiting list (it's actually a lottery system) in a fair and efficient manner. Instead of managing a waiting list with thousands of applicants that might filter to the top in. years, DHA refreshes its list of applicants each year through a fresh lottery opening. It's online, every applicant has an equal chance of being chosen and it opens every year. Even though applicants only have a 6% chance of being chosen in any given year, that is still more fair and predictable than most other large metro public housing authorities. Kudos to Denver Housing Authority for managing their Section 8 program so well."
