According to the DHA, "Walker Settlement Vouchers are allocated for Class Members only (African-Americans), who agree to live in a 'high opportunity' area with low poverty that is not a minority neighborhood. The Mainstream Housing Voucher Program is for non-elderly persons who have a disability and are between the age of 18 and 62, who are homeless or at-risk of homelessness or institutionalization."
