The Los Angeles County Development Authority (LACDA) is accepting Senior Public Housing waiting list applications for Carmelitos Senior, South Bay Gardens Senior, East County Senior Sites, West Knoll/Palm Senior, Marina Manor Senior, Orchard Arms Senior and Foothill Villa Senior Apartments from April 15, 2024 at 8:00 am, until April 30, 2024 at 11:59 pm PT.

Please note: "For Senior-Only Designated Housing Developments:

Must be 62 years of age and older.
Annual income must be within the current limits set by HUD.
Meet the income limits based on the current median household income in Los Angeles County."

This waiting list is for the following properties:

South Bay Gardens Senior - located at 230 East 130th St., Los Angeles, CA 90061
East County Senior Sites - located at Multiple locations in the East Los Angeles area, City of La Puente, and City of Whittier

This waiting list has the following preferences:

Victims of declared disasters
Displaced due to government action
Referrals from law enforcement agencies
Homeless
Elderly households who live and/or work in Los Angeles County, California
Elderly family is a family whose head (including co-head), spouse, or sole member is a person who is at least 62 years of age.(It may include two or more persons who are at least 62 years of age living together, or one or more persons who are at least 62 years of age living with one or more live-in aides.)

Selected applicants will be placed on the waiting list by date and time the application is received, by order of preferences.

Dave's Thoughts On West Knoll/ Palm Senior

This property is funded through HUD’s Public Housing program. These properties are typically owned and managed by a Public Housing Authority. These properties tend to be much older, as no new public housing has been built in many years. Since the Federal budget has historically (and notoriously) underfunded public housing renovations for decades, these properties tend to have higher vacancies due to uninhabitable units or liveable units that are in poor condition. In addition, since all public housing properties offer rent subsidies, low-income residents only pay rent based on their incomes. For that reason, these properties tend to have longer waiting lists. Since West Knoll/ Palm Senior participates in the Public Housing program and has a property based subsidy, if you have a Section 8 voucher, you would have to give up your voucher to move in.
