Its purpose is to provide permanent supportive housing for formerly homeless families, and former residents of the Chouteau Courts public housing site with special needs through the CHOICE Neighborhoods Initiative. Rose Hill addresses a real and urgent community need for permanent low-income housing options by providing target households with the opportunity to live in newly constructed, quality affordable homes with access to nearby supportive services through Lead Referral Agency, reStart, Inc. The property opened and was fully occupied in December 2016. Placed on a highly visible site with extraordinary views of Downtown and the Missouri River, the townhomes were designed to recreate the historical residential character of the neighborhood. The development is comprised of (7) 1-bedroom ground floor units, (20) 2-bedroom walk-up townhomes, and (6) 3-bedroom ground floor units. Each apartment features a full set of appliances including washers and dryers. Ground floor units are designed for accessibility.
Because Rose Hill Townhomes participates in HUD's HOME program for rental housing and the LIHTC program, at least some of the units in this property are set aside for households earning 60% or less of the AMI and rents are capped at the local FMR and in many cases much lower. Depending on the number of HOME-designated units, additional units may have even lower household income requirements and corresponding lower rent caps.
