The Housing Authority of the City of Milwaukee (HACM) is accepting Veteran Section 8 Project-Based Voucher waiting list applications for 1-Bedroom apartments at Victory Manor Apartments from December 15, 2021 at 9:00 am CT, until further notice.

Located in the Westlawn Gardens neighborhood on Milwaukee's northwest side, the newly completed Victory Manor property features 60 one-bedroom apartments and on-site amenities such as a fitness center, game room, small group room, and business center.
The award-winning Westlawn Gardens is a new neighborhood at the cutting edge of urban development. In addition to offering modern and energy-efficient housing, Westlawn Gardens is a neighborhood focused on health, sustainability and community connections. Walking paths take residents to community gardens, a playground and informal playing fields that run along Lincoln Creek. Residents can be proud of Westlawn Gardens’ world leadership in environmentally sustainable design. With its abundant green space, LED-lighted street lamps, energy efficient buildings, and high-tech storm water system, Westlawn Gardens was named one of the world’s most eco-friendly neighborhoods in the world by the U.S. Green Building Council. Westlawn Gardens residents enjoy the Milwaukee Public Library’s MPL Express at Silver Spring, which is the Midwest’s first vending library that offers reading and other materials 24 hours a day, 7 days a week. The neighborhood is also connected to at least three major bus lines for your convenience.
Victory Manor is a veterans preference housing development with many design features to meet the specific needs and opportunities veterans face. The Center for Veterans Issues (CVI) provides case management services to veterans living at Victory Manor. The presence of CVI also serves as an outpost for veterans throughout Westlawn Gardens and the surrounding neighborhood. All veterans are invited to utilize CVI’s resources to access a wide array of services.
This LIHTC property is among the most common types of affordable rental housing in the United States. The LIHTC program only provides subsidies to the building’s owner at construction. No subsidies are provided directly to the residents, but the owner must set rents affordable to low-income renters in the area. Our data suggests Victory Manor does not participate in any project-based rent subsidy program. This means you must earn enough to pay the full rent or have your own Section 8 Housing Choice Voucher. For that reason, LIHTC properties tend to have shorter waiting lists or even none at all. LIHTC properties nationwide are required to accept housing vouchers. LIHTC properties were first built in the late 1980's. Because they tend to be newer, these properties are more likely to have larger units, more amenities, and greater tenant service offerings than other affordable housing programs. Since this property participates in the LIHTC program, the property is required to accept Section 8 Housing Choice Vouchers.
