In 1992, a group of Palo Alto area parents of developmentally disabled children approached MidPen Housing Corp. to provide service-enriched housing for their adult children. Entering into a partnership with Silicon Valley Independent Living Center, MidPen developed Page Mill Court for very low-income adults with developmental disabilities who are able to live independently. Parca, a nonprofit agency, provides on-site services to the residents. A community building, computer center, common courtyard and outdoor spaces, as well as landscaped areas, provide places for resident gatherings and activities. The sound wall along Page Mill Road has been transformed into a ceramic tile mural designed by Ann Weber and supported by a grant from Varian Associates. Artists with disabilities created the tiles installed in the wall.
As a Section 811 property, this apartment community only allows persons with disabilities. A person of any age with a disability, and an income at or below 50% of the Area Median Income (AMI), qualifies for residency. In addition, Page Mill Court is highly desirable because it offers rent subsidies and will tend to have a longer waiting list.
