How To Apply to the Housing Choice Voucher Waiting List
Cuyahoga Metropolitan Housing Authority (CMHA) Section 8 Housing Choice Voucher waiting list is currently open. Applications are being accepted from November 9, 2020, until further notice.

This waiting list has the following preferences:
- HUD Directed Special Admissions - 40 points on the General Tenant-Based and General Project-Based Waiting Lists.
- Relocating Residents of Agency Owned Subsidized Properties (including RAD Relocation) – 40 points on the General Tenant-Based and General Project-Based Waiting Lists.
- Victims of Governmentally Declared Natural Disasters - 40 points on the General Tenant-Based and General Project-Based Waiting Lists.
- Money Follows the Person/Ohio Home Choice - 40 Points on the General Tenant-Based waiting list.
- Veterans Administration Supportive Housing (VASH) – 40 points on the General Tenant-Based and Project Based Waiting Lists.
- Relocating CMHA Public Housing or Project-Based resident displaced by domestic violence, dating violence, sexual assault or stalking- 40 points on the General Tenant Based Waiting List.
- Moving On (PSH)- 40 points on the General Tenant-Based Waiting List.
- Displaced Moderate Rehabilitation Program (participating families who must relocate because the family has a disabled member and there are no accessible Mod Rehab units of the appropriate size or type, or the owner has opted out of the program, or if there has been a HUD takeover, or if the contract with the owner is cancelled) - 30 points on the General Tenant-Based waiting list.
- Family Unification Program (FUP) – 15 points on the General Tenant-Based waiting list.
- Cuyahoga County Residency Preference-Applicant families who reside in Cuyahoga County will be assigned 10 preference points on the waiting list. This preference includes applicants who are working or who have been notified that they have been hired to work in Cuyahoga County.
Selected applicants will be placed on the waiting list by random lottery, weighed by order of preferences.

Household Characteristics of Voucher Holders for Cuyahoga Metropolitan Housing Authority
Waiting List and Tenancy
According to the 2016 Q4 Picture of Subsidized Households database, the housing authority's voucher program has an annual turnover of 12% having issued approximately 1,289 vouchers in the past year. The average voucher holder has received housing benefits for 8 years and 10 months. According to the 2016 PSH database, persons who were issued a voucher in the preceding 12 months waited an average of 25 months on the waiting list1.
Income Characteristics
According to 2016 Q4 Picture of Subsidized Households data, the average voucher household contains 2.2 persons and has a household income of $11,244 per year. 95% of households were very low income (VLI) and 76% were extremely low income (ELI). 32% of households had wages as a major source of income, 1% of households had welfare (TANF, General Assistance or Public Assistance) as their primary source of income, and 62% of households had other income (Social Security, Disability or Pension) as their major source of income.
Heads of Household Characteristics
4% of households were headed by a person 24 years old or less, 58% were headed by a person 25 to 49 years old, 24% were headed by a person 51 to 60 years old, and 14% were headed by a person 62 years old or older. In addition, 1% of households were headed by a person 85 years old or older.
47% of households included children, 3% of which had two adults in the household. 45% of households with children have a female head of household. 82% of all households were headed by a female.
93% of all voucher households were headed by minorities with 89% of all heads of households being Black and 1% being Hispanic.
Of all households participating in the Cuyahoga Metropolitan Housing Authority Housing Choice Voucher program, 22% include at least one person with a disability. 29% of households with a head of household 61 years or less were headed by a person with a disability. 77% of households headed by someone 62 or older were headed by a person with a disability.
Bedroom Size and Overhousing
23% of voucher holders reside in a home with zero or 1 bedroom, 34% with 2 bedrooms and 43% with 3 or more bedrooms. 32% of voucher recipients are considered overhoused, meaning they occupy a rental unit larger than their family size requires.
Rent, Assistance, and Utility Allowances
The average monthly tenant contribution to rent by Cuyahoga Metropolitan Housing Authority voucher holders in 2016 was $304 and the average monthly HUD expenditure per voucher holder was $619. The average utility allowance across all voucher recipients is $127.
